Germany – Supporting services for the government – Mitwirkung und Unterstützung bei der Erstellung des sektoralen Kapitels „Soziales“ auf Bundesebene zur Umsetzung des Europäischen Sozialfonds in der Förderperiode 2028-2034

The European Social Fund is to be continued in principle in the next funding period 2028 - 2034. The basis for the implementation will include, among other things, the National and Regional Partnership Plan (NRPP) as part of the new "Multiannual Financial Framework of the European Union for the period 2028 to 2034" (MFF 2028-2034). Furthermore, the legislative proposals of the European Commission (KOM) for the funding period 2028 - 2034, which are currently being negotiated, are to be considered as legal bases. The Member States are allocated a fixed EU budget by the KOM and determine in the NRPP how the funds are distributed among the various policy areas. The German National and Regional Partnership Plan (DNRPP) is to be subdivided into sectoral and regional chapters on the basis of the above-mentioned legislative proposals. The Federal Ministry of Labour and Social Affairs (BMAS) is responsible, on the basis of the above-mentioned legislative proposals and within the framework of its leadership for the ESF in the previous FP and the nationally agreed distribution of tasks in the DNRPP, for a) the preparation of the chapter "Social" at federal level, b) the involvement of the relevant partners for the chapter "Social" at federal level and c) the extended coherence coordination between the federal government and the Länder for the EU target "Social". A performance component is provided for each of the above tasks as part of this tender. The work is to begin immediately after the award and be completed with the approval of the NRPP by the KOM at the start of the funding period. Main contract period: The provision of services is to begin directly after the award (planned for 10/2026). The contract ends on 31.01.2028. Options: 1.
