Poland – Electrical installation work – Zaprojektowanie i wykonanie instalacji zasilających i punktów końcowych tych instalacji na przystankach osobowych i stacjach kolejowych

The subject of the contract is the design and implementation of power supply installations and the end points of these installations at passenger stops and railway stations. The contracting authority reserves the right that, as part of the implementation of the main contract, it allows for the possibility of changing the scope of the main contract by reducing the number of passenger stops and/or railway stations covered by the preparation of design documentation and the implementation of construction works. The reduction in scope, as mentioned above, may concern a maximum of 20% of the objects listed in the list constituting Annex 2 to the PFU. The scope of the contract may be limited in the event that the Railway Lines Division PKP Polish Railway Lines S.A. and the Investment Implementation Centre PKP Polish Railway Lines S.A. make decisions affecting the possibility of implementing the investment in individual objects, with these circumstances remaining independent of the contracting authority. The scope of the contract will be limited at the stage of implementing the contract, on the basis of a unilateral declaration by the contracting authority, without the need to obtain the consent of the contractor, with the contractor's remuneration being appropriately reduced in accordance with the rules set out in the contract. The contractor will not claim any rights from the contracting authority in this regard. The deadlines for the implementation of the tasks specified in Annex 1 to the PFU [MS1.1][MO1.2] may change depending on the implementation of the renovation deadlines by the Railway Lines Division PKP Polish Railway Lines S.A. and the implementation of projects by the Investment Implementation Centre PKP Polish Railway Lines S.A. The contracting authority will inform the contractor on an ongoing basis about changes in this regard. For 20% of the railway stops, it is possible to change (more or less) the predicted quantity of devices, in accordance with the requirements of the land managers.

2. Basic tasks of the contractor:

1) Designing, based on existing and provided projects by CRI – Polskie Koleje Państwowe S.A. Centre for Investment Implementation North Region, and building the power supply,

2) Construction and reconstruction of electrical substations,

3) Where applicable: earthworks, levelling, supplementary surfacing, execution of the top layer around the validating devices, restoration works.

4) Participation in meetings and author supervision, local and out-of-town, for all locations covered by the subject of the contract, if necessary,

5) Execution or procurement, as part of the offer price, of all necessary for the proper implementation of the subject of the contract and incurring the costs of: agreements, opinions, decisions, analyses, tests, permits, connection conditions, supervision, all commissions, etc., necessary for the preparation of design documentation and the construction of the power supply for the validating devices, obtaining the necessary opinions of the authorities, building acceptance, permits, approval of the project by the authority managing the traffic, measurements, tests and checks, which are necessary for the implementation of the subject of the contract, other designs, works and tests required by the design and execution documentation, purchase of maps for design purposes, if necessary, purchase of all materials for the construction of the power supply of the validating devices, if necessary.

6) The scope of the Contract also includes the design and implementation by the contractor of all works and tasks that are directly and indirectly related to the implementation of the subject of the Contract, and thus the obligations of the contractor include all tasks, elements and works that are necessary for the implementation of the subject of the contract, in particular all Temporary Works. Temporary Works shall mean all temporary works, materials and equipment, both foreseen and unforeseen in the subject of the contract, and needed on the investment site for the execution and completion of the works and the removal of defects, in particular such as: a) temporary safeguards, temporary network and installation switches, temporary excavations and backfills, traffic organisation elements, site security, preparatory works, site development, maintenance of the rear, if required.
