Description

The building is of the third category according to Article 137, Paragraph 1, Item 3, Subparagraph "v" of the Spatial Planning Act. Main characteristics of the building (according to the technical passport, the energy efficiency survey and the Technical Assignment): built-up area 272.00 m²; gross built-up area 1,767.84 m²; 1 entrance; 7 floors (semi-basement, 5 above-ground residential floors and 1 attic floor); monolithic reinforced concrete structure with brick masonry; gabled roof with wooden structure and tiles. The building is inhabited during the execution. Scope: The following activities are included in the scope of the current public procurement, according to the Technical Assignment and its annexes: Activity 1 – Preparation of an investment project in the technical project phase. The design covers the preparation of an investment project in the "Technical Project" phase for all parts necessary for the issuance of a building permit, developed in accordance with Ordinance № 4 of 21.05.2001 on the scope and content of investment projects, Ordinance № РД-02-20-3 of 9.11.2022 and the Technical Assignment, for the following parts: "Architectural"; "Structural" (with technical control under Article 142, Paragraph 10 of the Spatial Planning Act); "Electrical"; "HVAC"; "Plumbing"; "Energy Efficiency"; "Fire Safety"; "Waste Management Plan"; "Safety and Health Plan" (including technology and schedule for the execution of construction works); detailed quantity and cost estimate with price analysis by resources; technical specifications. The design solutions should ensure the achievement of an energy consumption class of at least "B" according to Ordinance № РД-02-20-3 of 9 November 2022 on the technical requirements for the energy characteristics of buildings and at least 30% savings on primary energy, according to the goals and indicators of the project under the Administrative Agreement for the provision of BFP № BG16FFPR003-4.001-0277-C01, and should include the mandatory measures prescribed in the report from the survey to establish the technical characteristics (technical passport), and the energy-saving measures prescribed in the energy efficiency survey. Activity 2 – Execution of construction works (Construction and Installation Works) The construction is carried out according to the approved technical project and the issued building permit and includes: a) Energy-saving measures (ESM), prescribed in the energy efficiency survey, including the accompanying construction works: ESM B1 – thermal insulation of external walls with EPS with a thickness of not less than 14 cm and λ ≤ 0.034 W/mK; ESM B3 – thermal insulation of the roof (on the attic floor, incl. cement plaster) with mineral wool with a thickness of not less than 12 cm and λ ≤ 0.034 W/mK; ESM B4 – thermal insulation of the floor (floor slab to external air) with thermal insulation with a thickness of not less than 14 cm and λ ≤ 0.034 W/mK; ESM B5 – replacement of the existing wooden and metal frame with a new PVC frame with double glazing (Uw ≤ 1.40 W/m²K); ESM C12 – energy-saving LED lighting in the common areas of the building – with the parameters specified in Section VI, Letter "A" of the Technical Assignment. b) Measures/construction works, prescribed in the technical passport (the report from the survey to establish the technical characteristics), and construction works, normatively necessary for the commissioning of the building: replacement of all old gutters, downpipes and laminate cladding; complete repair of the pitched roof and roof terraces; increasing the height of all parapets, which do not meet the current safety standards, to 1.05 m from the finished floor level according to Article 89 of Ordinance № 7 of 22.12.2003; execution of dry standpipe (2 inches with outlets on each floor and on the ground for a fire engine according to Article 207 of Ordinance № Iz-1971); separation of the thermal insulation with non-combustible horizontal and vertical strips of mineral wool (class A2) according to Ordinance № Iz-1971; installation of a door with fire resistance EI 90, class by reaction to fire A and class of self-closing C3 at the entrance from the staircase to the basement – according to Section VI, Letter "B" of the Technical Assignment. Activity 2 also includes the dismantling and reverse installation of the external units of the individual air conditioners during the execution of the facade thermal insulation (Section "HVAC" of the Technical Assignment). The types and quantities of construction works are determined finally with the approved technical project and the quantity and cost estimates to it. The building is inhabited, therefore the construction works are carried out while ensuring the safety of the residents and without disturbing the living environment, and access to the individual units (including for the replacement of the frame) is organized and coordinated through the Association of Owners – partner in the project. Activity 3 – Exercise of author's supervision during construction. The activity is carried out by the competent designers for the individual parts of the project in accordance with Article 162, Paragraph 2 of the Spatial Planning Act and covers constant supervision for the accurate compliance of the construction works carried out on site with the approved projects, visits to the site no less than once a week and upon call, participation in the preparation of acts under Ordinance № 3/2003, verification of the executive documentation (Article 175 of the Spatial Planning Act). The full scope of activities is indicated in the Technical Assignment together with its annexes: report from the energy efficiency survey and certificate for energy characteristics; report for technical characteristics and technical passport; report from the survey for the presence of protected species (Annex 6). The contractor ensures control in the observance of the "principle of not causing significant harm" (DNSH) according to Regulation (EU) 2020/852. At least 70% (by weight) of the non-hazardous construction waste is prepared for reuse, recycling and recovery. If bats or protected birds are found according to Annex 6, the works are suspended and the Beneficiary is notified immediately.
