Bulgaria – Construction work – Изпълнение на инженеринг – проектиране, авторски надзор и строителство по проект № BG16FFPR003-2.006-0020 „Единно здраве в Северозападен регион“, за обект: „Основен ремонт на Парк „10 декември“, ПИ 56722.661.697, УПИ VI, кв. 86 по плана на гр. Плевен“

1. Preparation of an investment project in the "technical project" phase. The project must be prepared in the following parts (if necessary, during the preparation process, the Contractor is obliged to prepare other parts, not mentioned below, but necessary for the timely, lawful and quality execution of the construction and for the issuance of a building permit):

– "Architecture" section;

– "Landscaping and Amenities" section;

– "Geodesy and Vertical Planning" section;

– "Electrical and Video Surveillance" section;

– "Structural" section;

– "Road" section;

– "Fire Safety" section;

– "Safety and Health Plan" (SHP);

– "Waste Management Plan" (WMP);

– "Bills of Quantities" – quantitative and quantitative-value bills.

2. Execution of construction and installation works, including:

– construction and restoration of public recreation zones and installation of parking equipment, following an analysis of the existing;

– redesign and construction of the alley network based on an analysis of pedestrian traffic, ensuring smooth, natural and accessible connections between the different spaces and functional zones;

– renovation of the dog walking area, including restoration and bringing into good operational condition of the existing fence and installation of suitable new facilities;

– construction of two children's playgrounds – for the age group from 3 to 12 years and for the age group up to 3 years, meeting the requirements of Ordinance No. 1 of 12.01.2009 for the conditions and procedure for the arrangement and safety of playgrounds;

– installation of new energy-efficient parking lighting and construction of the necessary underground technical infrastructure of the site, following an analysis and assessment of the existing alley lighting and its technical condition;

– construction of one pavilion for commercial activity, intended to serve the visitors of the park, with the object to be in line with the scale, character and overall architectural and artistic design of the park environment;

– examination of the possibility of allocating a small parking lot in the area of "Rila" Street, with a view to providing additional parking spaces for visitors to the park. If technical and regulatory feasibility is established, the allocation of parking spaces should be designed, with the solution being in line with the existing street regulation, transport access, adjacent territories, pedestrian connections and requirements for an accessible environment;

– construction of a public toilet, providing the necessary sanitary and domestic services to visitors of the park. A solution for a self-cleaning and heated public toilet should be provided, in line with the scale and character of the park environment and with the requirements of the current regulatory framework for accessibility and universal design, ensuring the possibility of safe and independent use by all visitors, including people with reduced mobility. The object can be designed as a separate permanent building or as a movable object, while complying with the applicable regulatory requirements;

– design of a local automated irrigation system for the flower alleys and flower compositions on the territory of the park, in line with the envisaged new vegetation, the required amounts of water and the specific characteristics of the park environment. The irrigation system should be designed with the possibility of being supplied from the existing water supply network, managed by "ВиК" EOOD – Pleven, while complying with the technical conditions of the operating company. The location and type of irrigation devices, the method of management and the necessary technical elements for effective and economical watering should be determined;

– design and construction of a drinking water fountain at a suitable and accessible location on the territory of the park, in line with the main pedestrian directions, rest zones and the overall organization of the park space. The fountain should have the necessary water supply connections and technical parameters, while complying with the applicable regulatory requirements and technical conditions of the relevant operating company, ensuring the possibility of use by children, adults and people with reduced mobility;

– construction of a communication infrastructure for video surveillance, upgrading the existing video surveillance system of Pleven;

– ensuring an accessible environment in accordance with Ordinance No. RD-02-20-2 from 26.01.2021 for determining the requirements for accessibility and universal design of the elements of the accessible environment in the urbanized territory and of the buildings and facilities;

– proposals for modern solutions for park elements and small architectural forms, in line with the character, scale and overall artistic design of the park.
