Netherlands – Technical testing, analysis and consultancy services – Informatiebeveiligingsonderzoeken (RVICTO-PT) 2026

This procurement concerns the conclusion of a framework agreement for the execution of information security investigations (penetration tests). The aim is to identify digital vulnerabilities in systems, applications and other objects, in order to remedy or mitigate them. The penetration tests are carried out via automated and manual methods and stem from the duty of care that participants have under the NIS2 Directive and the Cybersecurity Act based thereon. This framework agreement is intended for multiple government participants, including various ministries and central government agencies. For the complete list of participants per ministry and organisation, we refer to paragraph 1.1.1 of the Procurement Document. Estimated value € 20.000.000,00 maximum value € 35.000.000,00. Both amounts exclude VAT.
