France – Urban development construction work – Concession d'aménagement pour l'opération Horizon Trois Couronnes avec transfert de risque économique

The Consultation aims to award a development concession with economic risk transfer for the implementation of the development operation in the sector known as Horizon trois Couronnes in the city centre of Bidart. The Missions of the future concessionaire are as follows: 1. Acquire the land 2. Manage the acquired assets in compliance 3. Carry out the complementary operational studies necessary for the implementation of the project 4. Continue the ÉcoProjet approach initiated by the municipality with the State services 5. Carry out demolitions and waste disposal in accordance with the environmental standards in force 6. Ensure, in collaboration with the project leaders of the health centre and in liaison with the municipality, the design and implementation of the health centre and the pharmacy; 7. Ensure the temporary relocation of the pharmacy during the construction phase 8. Carry out the works and developments to make the land suitable for future constructions 9. Carry out the works for the development of urban and landscape spaces 10. Carry out or have carried out the construction works of the public car park 11. Ensure the synthesis of the developments and constructions and oversee the coordination between the sites if necessary 12. Propose the most suitable arrangements and devices from the offer phase, of choice and operational articulation with the promoters of housing, commerce and equipment 13. Ensure the project management of the equipment and infrastructure intended to be handed over to the community 14. Hand over the said works as they are completed 15. Ensure the marketing of the land under the best conditions 16. Proceed with the establishment of a multidisciplinary team (Chief Urban Planner, architect, VRD project management, landscaper, urban OPC, AMO operation management, etc.) with a view to the design and implementation of the operation, the monitoring of the building permits of the promoters and the contractors and the smooth running of the various sites 17. Draft and conclude any possible participation agreements that may be concluded 18. Ensure the financing and financial management of the operation 19. Contribute to the tasks of communication, consultation, reception of users and inhabitants and animation of the area, related to the conduct of the development operation. 20. In general, ensure all the studies, management tasks and coordination essential to the successful completion of the operation, and ensure at all times complete information of the Local Authority on the conditions for the conduct of the operation 21. Proceed with the closure of the operation 22. Proceed with the creation of an Electronic Document Management (EDM) shared with the grantor, allowing the provision of all contractual and regulatory documents related to the envisaged operation.
