The contracting authority operates a heterogeneous ICT landscape with several thousand user accounts, various specialist applications, and an increasing number of privileged and business-critical accesses. The current decentralised management of passwords and sensitive access data results in increased administrative effort, limited traceability, and risks regarding information security, compliance, and operational stability. As part of the further development of the information security and IAM strategy, a central, audit-proof, and secure password manager solution is being procured. The aim is to replace unsystematic procedures and create a uniform platform for the secure storage, use, and management of passwords, secrets, and other sensitive information. The future solution must meet the requirements of modern security architectures as well as the regulatory and operational requirements of a public-law organisation. In particular, high demands must be met in terms of access security, encryption, traceability, governance, and protection against unauthorised access.
