Description

The subject of the dynamic procurement system (hereinafter referred to as DPS) is the procurement of specialist medical services for the needs of the specialist healthcare of the South Ostrobothnia well-being services county (hereinafter the Buyer), to the extent that the services are not provided as an in-house operation or arranged in another appropriate manner. The subject of the DPS is described in more detail in Appendix 1 to the invitation to participate, Dynamic Procurement System Subject. The procurement will be carried out as a dynamic procurement system (DPS), with the help of which the well-being services county will tender for specialist medical services as needed during the validity period of the system. The purpose of the DPS is to ensure the availability, flexibility and high-quality implementation of specialist medical services. The procurement procedure is two-stage: 1. The applicant must submit an application to participate and meet the set suitability and minimum requirements in order to be accepted into the DPS system. 2. Accepted applicants may participate in tendering by responding to the Buyer's invitations to tender. Submitting an application to participate does not oblige the applicant to make a tender, but the applicant may make tenders at their discretion. Those applicants who meet the set suitability and minimum requirements will be accepted into the DPS. Accepted applicants may participate in tenders for those specialist medical services for which they have expertise and readiness. The invitations to tender for individual specialist medical services will specify in more detail the content, implementation method and requirements of each specialist medical service. The implementation method of individual specialist medical services may differ from each other. The list of specialist medical services included in the DPS, presented in the invitation to participate and its appendices, is not exhaustive. The Buyer has the right to include in the system, during the validity period of the DPS, also other specialist medical services and services related to them than those separately mentioned in the invitation to participate, as operational needs change. Separate invitations to tender for these services will be published within the DPS. The procurement of specialist medical services 2027–2031 dynamic procurement system is valid until 31.12.2031, unless it is terminated earlier. The Buyer has the right to terminate the dynamic procurement system during its validity. Procurement contracts made on the basis of the DPS will be concluded on the basis of the internal tenders of the system, and their validity is not tied to the validity period of the DPS. The duration of the contract is determined on the basis of the subject of the procurement and the needs of the Buyer. An individual procurement contract may be concluded for a maximum period of five (5) years. A procurement contract may continue after the expiry of the DPS, but for a maximum of four (4) years from the expiry of the DPS.
