Description

The subject of the licence agreement is the procurement of parking management for the sites of the City of Helsinki, as detailed in the tender documents. The estimated total value of the procurement as a licence agreement is approximately 550,000 euros (VAT 0%). The value of the procurement is based on the estimated turnover of the contractor's agreement during the validity period of the agreement, excluding value-added tax. The procurement is divided into the following sub-areas:

1. Ruskeasuon Sports Park, Ratsastie 10, 00280 Helsinki, approximately 70 parking spaces

2. Oulunkylä Sports Park, Käskynhaltijantie 11, 00640 Helsinki, approximately 120 parking spaces

3. Velodrome / Käpylä Sports Park, Mäkelänkatu 70, 00520 Helsinki, approximately 220 parking spaces

4. Talin Sports Park, Purotie 8, 00380 Helsinki, approximately 70 parking spaces

The bidder may bid for one (1) or more sub-areas. Operations for sites 1 and 2 can be provisionally started from 1.11.2026 and operations for sites 3 and 4 from 1.4.2027. All agreements end on 31.8.2029. We are not bound by the announced timelines, as they are preliminary information. The size of the parking fees is agreed between the Buyer and the Service Provider. However, the parking fee is of a size generally used in the area and at least 1 euro/hour. The exception is Oulunkylä Sports Park, where the generally used parking fee is 1 € / 3 h, subsequent hours 0,50 €/h. The private right enforcement fee must be of a size generally used. The Buyer has the right to use 15% of the parking area for other purposes as deemed necessary by the City of Helsinki. The Buyer is not bound by the number of parking spaces and the number may vary or change during the contract period. The Service Provider manages the paid parking, parking enforcement, related payment transactions, and the determination of private right enforcement fees. Parking enforcement includes the enforcement of paid parking, the enforcement of emergency lanes, the enforcement of parking with special parking permits, and the enforcement of parking in areas outside designated spaces. The Service Provider determines the private right enforcement fees and keeps them as a commission. In addition, the Service Provider is responsible for handling complaints arising from parking, collecting parking and enforcement fees, and submitting monthly statements to the Buyer in accordance with the agreement. The Service Provider remits the parking revenue excluding value-added tax to the Buyer.
