Lapland Wellbeing Services County will procure up to 5 000 000 € in property leasing financing to be raised in 2026-2027. The property leasing will finance the investment and preparation costs of the Tornio Intensive Care Unit construction project. The project planning and construction is estimated to take place from 9/2026 to 10/2027. According to the space programme, the space requirement is approximately 1 080 m2. The space programme includes residential units (shared and customer-specific spaces), special spaces, teaching spaces, kitchen and waste management, staff spaces, traffic areas, parking and recreation areas. The project’s lifecycle and energy efficiency targets have been set at a high level. Lapland Wellbeing Services County reserves the right to change the estimated schedule. The contract package includes, in addition to the property leasing agreement, also a construction agreement, purchase and sale agreement, and a land lease agreement. The selected financier will act as a financier in the project and the provider, with the above-mentioned contract package, ensures that it only bears the credit risk related to the financing of the project. The project risk and other liabilities related to the leased property are transferred to other parties with the contract package. The financier is not responsible for any risks related to the leased property or the activities carried out in it, in any circumstances.
