The procedure is conducted in accordance with the provisions of the Act of 11 September 2019 on Public Procurement (Journal of Laws of 2024, item 1320 as amended). The procedure is conducted in the form of an unrestricted tender in accordance with Article 132 of the Public Procurement Act. The subject of the contract is the service of preparing design and cost documentation for the renovation of buildings, divided into 4 (four) parts of the contract. Common Procurement Vocabulary (CPV) Code: 71220000-6 Architectural design services. The detailed description of the subject of the contract is specified in annexes no. 1, no. 5.1. – 5.4. and no. 4 to the SWZ, i.e.: Offer Form, Description of the Subject of the Contract and Draft Contract Terms. The Purchaser allows the submission of partial offers, each of which will be evaluated by the Purchaser separately, according to the rules described in the SWZ. The contract has been divided into parts, in accordance with the description contained in annex no. 1 to the SWZ. Each of the Contractors may submit an offer for any chosen part/parts. It is not allowed to indicate in the prepared design documentation trademarks, brand names, patents or the origin of products, devices and materials. The only exception is the case where the indication of trademarks is justified by the specificity of the subject of the contract and it is not possible to describe the subject of the contract using sufficiently precise definitions. The Contractor is obliged to describe in the documentation the specificity causing the need for such an indication and to use the words “or equivalent”, together with the specification of detailed parameters that will allow the admission of goods or devices of other manufacturers as equivalent. [Local vision requirements] The Purchaser, due to the specificity of the subject of the contract, requires the submission of an offer after the Contractor has carried out a local vision. Attention! The Purchaser will reject the Contractor's offer if: […] “it was submitted without carrying out a local vision or without checking the documents necessary for the implementation of the contract available on site with the Purchaser, in cases where the Purchaser required this in the contract documents”. The local vision can be carried out on weekdays from Monday to Friday from 8.00-14.00. The local vision may be attended by Contractors or authorized employees of the Contractor. Before the local vision, the Contractor should send the Purchaser a list of participants 2 days before the planned local vision. The Purchaser will confirm the possibility of conducting the local vision in the requested term in writing to the email address indicated by the Contractor. Rules for entering the military complex: Entry to the military complexes K-0044, K-8829, K-1024, K-0009 will be through the Pass Office, where Contractors will receive passes marked "GUEST"; Contractors should have with them: - identity document; - security clearance to the minimum clause "RESTRICTED", - training in the field of protecting classified information. The Purchaser does not reserve the possibility of applying for a contract to be awarded exclusively by Contractors, as referred to in Article 94(1) of the Public Procurement Act, i.e. having the status of a sheltered employment establishment, social cooperatives and other Contractors, the main goal or main goal of the activity of their organizationally separate units, which will implement the contract, is the social and professional integration of socially marginalized persons.
