Poland – Security software package – Dostawa, wdrożenie oraz utrzymanie zintegrowanego systemu bezpieczeństwa informacji i infrastruktury IT i OT w związku z realizacją projektu grantowego pn.: „Poprawa poziomu Cyberbezpieczeństwa w Zakładzie Gospodarki Komunalnej Przy Gminie Przeworsk”.

4.1. The subject of the procurement is the supply, implementation, configuration, commissioning and maintenance of integrated cybersecurity solutions for IT and OT infrastructure, carried out as part of the grant project entitled “Improvement of the Level of Cybersecurity in the Municipal Economy Department at the Municipality of Przeworsk Sp. z o.o.”, funded under the National Reconstruction and Resilience Plan, Priority C3 Cybersecurity, Action C3.1.1 Cybersecurity – CyberPL, grant competition “Cybersecure Water Supply”, batch number KPOD.05.10-CW.01-001/25, in accordance with the requirements specified in the Subject of Procurement Description constituting Annex 1 to the SWZ. 4.2. The scope of the procurement includes, in particular, the supply, configuration, implementation and commissioning of hardware, software and services listed in the OPZ, including: 1) Central Security System, SIEM class system with XDR, EDR elements and IT infrastructure monitoring including network management – 1 unit. 2) Configuration of directory services – 1 unit. 3) Cybersecurity solutions server – 1 unit. 4) Backup server – 1 unit. 5) Operating system for server – 2 units. 6) Uninterruptible power supplies (UPS) – 10 units. 7) UTM – 2 units. 8) SWITCH – 2 units. 9) Hardware keys – 10 units. 10) Service for inventorying teleinformatics assets – 1 unit. 11) Service for configuring VPN connection – 1 unit. 12) Increasing the cybersecurity of control and visualization systems with consideration of OT security – 1 unit. 13) Implementation of network security systems and cyber threat monitoring in the OT area – 1 unit. 4.3. The Subject of Procurement Description, hereinafter referred to as “OPZ”, is included in Annex 1 to the SWZ. 7.1. Contractors who are not excluded and meet the participation conditions in the procedure and the requirements specified in this SWZ may apply for the award of the contract. 7.2. Contractors who meet the conditions regarding: 7.2.1. Ability to operate in the economic market: The Purchaser does not set requirements in this regard. 7.2.2. Authorisation to carry out a specific economic or professional activity, if this results from separate provisions: The Purchaser does not set requirements in this regard. 7.2.3. Economic or financial situation Contractors who have civil liability insurance for the activity carried out in connection with the subject of the contract, for a guarantee amount of not less than 500,000.00 PLN (in words: five hundred thousand zlotys) may apply for the award of the contract. 7.2.4. Technical or professional capability Contractors who meet the conditions related to technical or professional capability, i.e. 1) have professional experience, understood as the proper execution of at least 2 (two) contracts, consisting in the implementation of the offered Central Security System, SIEM class system with XDR, EDR elements and IT infrastructure monitoring including network management, for a public service provider, in the last 3 years before the deadline for submitting offers (and if the period of conducting activity is shorter - in this period) together with confirmation that the subject of the contract was implemented in a proper manner. (For each of the above-mentioned contracts, evidence must be attached confirming that the services were performed properly and completed correctly) 2) have professional experience understood as the proper execution of at least 2 (two) contracts consisting of the supply of IT hardware or software containing elements increasing the level of cybersecurity together with implementation of a value of at least 500,000 PLN gross each in the last 3 years before the deadline for submitting offers (and if the period of conducting activity is shorter - in this period) together with confirmation that the subject of the contract was implemented in a proper manner. (The contractor is obliged to provide the value of the implemented contracts, their subject, the scope corresponding to the condition set out above, the dates of execution and the entities for which they were executed. For each of the above-mentioned contracts, evidence must be attached confirming that the deliveries were made properly and completed correctly.) 3) have the competence to perform the service of implementing network security systems and cyber threat monitoring in the OT area, certified by the ISO/IEC 9001 standard and the ISO/IEC 27001 standard (e.g.: Certificate or equivalent confirmation, confirming the ISO/IEC 9001 standard and the ISO/IEC 27001 standard) - current as of the date of submitting offers - for at least services related to cybersecurity. 4) have personnel potential i.e. during the implementation of the contract, they will have or will have a person with the appropriate professional competencies, having the knowledge and experience necessary to perform the contract and will direct them to its implementation i.e. at least one person directed to the implementation of the contract, performing the function of an Implementation Specialist, meeting the following requirements together: a) has higher IT or higher technical education with a specialisation related to IT technologies; b) in the last 3 years before the expiry of the deadline for submitting offers, and if the period of activity of the Contractor is shorter – in this period, participated in the implementation of at least 2 implementation projects, covering the implementation of the offered Central Security System, SIEM class system with XDR, EDR elements and IT infrastructure monitoring including network management; c) in each of the projects mentioned in lit. b, performed tasks related to at least installation, configuration, integration, commissioning and handover to operation of the implemented solution; d) has knowledge and experience enabling the implementation of the offered Central Security System, SIEM class system with XDR, EDR elements and IT infrastructure monitoring including network management,
