Description
The ENTEGA AG ("Contracting Authority" or "CA") is the owner and operator of the district heating network in the Darmstadt district of Eberstadt and the associated power plant, from which the households in the district heating area and the few connections outside the area are supplied. Similarly, Entega Abwasserreinigung GmbH Co KG is the operator of the South Wastewater Treatment Plant in Eberstadt. For the transformation of the district heating network into a greenhouse gas-neutral heat supply (decarbonisation), the CA aims to obtain funding from the funding programme "Federal Funding for Efficient Heat Networks (BEW)". As a first step towards decarbonisation, funding from BEW Module I has already been used to carry out a transformation plan based on LPH 1 of the HOAI for the district heating network. The transformation plan concludes that the thermal use of wastewater by means of a heat pump system at the wastewater treatment plant in Eberstadt can be a cost-effective and suitable option to provide the required share of renewable energy from 2030 onwards. The estimated usable heat potential that can be extracted from the wastewater by means of heat pumps is almost 20 GWh per year with a thermal rated output of the heat pump of approx. 3 MWth. The heat pump is to be located near the local wastewater treatment plant on a plot of land that has yet to be developed. The development of the plot as a building site is being planned by the architect commissioned separately by the CA for the project planning. The planning of the wastewater heat in this area, including the connection/integration of the heat pump into the district heating network, is being planned by the (specialist) planner commissioned separately by the CA for the plant engineering. Correspondingly, with the present order, the connection between the heat pump system or the new energy centre and the district heating network existing in Eberstadt, a pipeline, preferably laid underground in public land, in DN250 incl. any necessary structures and/or support structures for the pipeline routing is to be planned. This also includes all necessary operating equipment, fittings, and necessary electrical connections as well as necessary cable and signal technology for the operation of the pipeline (hereinafter also uniformly "pipeline"). For the CA, a low-maintenance operation of the new infrastructure with all operational requirements of the pipeline operation is essential. The length of the route is approximately 1,500 m. Initial checks on the suitability of the site have resulted in the preliminary conclusion that corresponding development of the plot is possible. Further checks must be carried out in the planning phases according to their relevance and the regulatory requirements. The planning for the overall concept of the new heat supply is divided into "plant engineering for heat generation", "new construction of an energy centre (building and outdoor facilities)" and "pipeline for connection to the district heating network". Scope of Services - Planning of connecting line between wastewater treatment plant and district heating network: For the connection between the new energy centre (heat pump) at the wastewater treatment plant and the district heating network existing in Eberstadt, a pipeline, preferably laid underground, in DN250 is to be planned. This also includes the operating equipment, fittings, and necessary electrical connections as well as necessary cable and signal technology for the operation of the pipeline. For the CA, a low-maintenance operation of the new infrastructure with all operational requirements of the pipeline operation is essential. The contractor will be commissioned with services for the (specialist) planning of civil engineering structures in accordance with §§ 41 ff. in conjunction with Annex 12, from planning phase 2 for the grant-eligible transformation of the heat network. The planning will be carried out in accordance with Annex 2 Schedule. The contractor will provide all services required for the functional, technically sound, timely and grant-eligible execution of the respective commissioned measure, even if they are not explicitly mentioned in the contractual components. The contractor will be commissioned in stages in the sense of an expansion of the contract in accordance with § 315 BGB by the CA as follows: - Planning phases 2 to 4 (= Stage 1). The following stages are planned for further commissioning: - Planning phases 5 to 7 (= Stage 2) - Planning phase 8 (= Stage 3) - Planning phase 9 (= Stage 4) In the event of commissioning, the contractor will optionally provide the following additional services (also optional special services) in the respective planning phases. Details are regulated in the contract and can be found there. Optional special services: - Coordination and support for the crossing agreements/contracts or permits for - Deutsche Bundesbahn - Motorway - Federal road - the river "Modau" - Local construction supervision The contractor has no entitlement to be commissioned for the optional special services. The Contracting Authority points out at this point that funding is applied for and expected to a relevant extent for the project. The process of applying for funding takes place in parallel with the tendering process. For this reason, the following is noted: If the expected funding is not granted, the Contracting Authority will refrain from concluding a contract and will not implement the project in the planned form. In this context, if the funding is not granted, the ongoing tendering process will be cancelled. The commissioning of the first stage does not give rise to an obligation to commission further stages.
