Germany – Engineering services – Sanierung Luise-Klinsmann-Haus (VHS Lübeck) - Technische Ausrüstung gem. §§ 53 HOAI, ALG 1-9

The so-called "Luise-Klinsmann-Haus" was built as a Volkshochschule between 1963 and 1965 according to the design of the architect Ernst Blunck and has since served as the central educational site in the Lübeck city centre. The building, with a gross floor area (BGF) of 1,776 m², is to be classified as a high-quality example of post-war modernism and is fully protected as a historic monument. In addition to the overall architectural structure, particularly valuable are design and artistic elements, including the large-format bronze relief "Allegory of the Natural and Humanities" by Georg Weiland above the entrance. It is a skeleton structure with a three-storey grid facade and a side-emphasised entrance axis with a glazed staircase. The rear is clad in brick; at the rear, there is a protruding annex with a lecture hall, suspended on four supports. Below this is a basement area, converted into a training room, with a structurally visible framework of prefabricated concrete ribs and lost formwork cassettes. Inside, a central staircase with a delicate metal railing, dark terrazzo flooring, original wooden doors and coloured design remnants from the 1960s characterise the appearance. In the 1990s and 2000s, partial modifications were made, including modernisations of the entrance area, changes to the internal structure, acoustic suspended ceilings and adaptations in the lecture hall. Restorative examinations of the historical colour and material finishes are necessary. Despite the high architectural quality, there are considerable structural, technical and fire safety deficiencies that currently limit the use of the Volkshochschule. In addition to non-operational sanitary facilities due to water damage, there are particularly deficiencies in structural and technical fire protection, the absence of a second structural escape route, the reduction in the number of people in the lecture hall due to fire safety, and the lack of accessibility. The electrical systems have only been temporarily upgraded. Furthermore, there is a need for renovation in the drinking water installation, the heating system, the facade and in the area of the roof structure above the lecture hall.
