Poland – Snow-clearing services – Zimowe utrzymanie dróg powiatowych na terenie powiatu kaliskiego w sezonie 2026/2027 z podziałem na trzy zadania: zadanie 1 – rejon północny, zadanie 2 – rejon centralny, zadanie 3 – rejon południowy

The subject of the contract is the provision of winter road maintenance services in specific regions of Kalisz County (Northern Region, Central Region, Southern Region), each of which is an independent part of the contract. The scope of the service in each region includes: 1) standing by and reporting to the Contracting Authority's Representative on winter actions the necessity to start active action, 2) initiating active winter maintenance within 1 hour of receiving instructions from the Contracting Authority to start the active action, 3) carrying out active action, i.e. snow removal and removal of winter slipperiness in the technology of salting roads with road salt wetted with brine (solution of salt with water at a concentration of 20%), on county roads in the winter season 2026/2027 in specific regions with the following lengths: Northern Region covering a road network with a total length of 168.20 km for snow removal, including 62.93 km for salting, Central Region covering a road network with a total length of 134.71 km for snow removal, including 62.71 km of road sections for salting, Southern Region covering a road network with a total length of 119.21 km for snow removal, including 43.79 km of road sections for salting according to the detailed standard specified in the "Winter Road Maintenance Plan for Kalisz County for the 2026/2027 Season", 4) during the contract period, in the Northern Region, the following scope of winter maintenance is envisaged with equipment equipped with a system of GPS receivers enabling continuous monitoring of the location and work of equipment units (salting, ploughing) as well as analysis and archiving of data (the scope of work given below is indicative and the amount of work to be done depends solely on winter conditions and the current needs of the Contracting Authority): a) salting the road surface with a width of 5-6 m, with salt wetted with brine in an amount effectively eliminating slipperiness, with ploughing - indicative amount of km in the season is 450, b) salting the road surface with a width of 5-6 m, with salt wetted with brine in an amount effectively eliminating slipperiness, without ploughing - indicative amount of km in the season is 830, c) ploughing the road with a width of 5-6 m with heavy trucks with medium ploughs or wheeled agricultural tractors with medium ploughs - indicative amount of km in the season is 970, 5) during the contract period, in the Central Region, the following scope of winter maintenance is envisaged with equipment equipped with a system of GPS receivers enabling continuous monitoring of the location and work of equipment units (salting, ploughing) as well as analysis and archiving of data (the scope of work given below is indicative and the amount of work to be done depends solely on winter conditions and the current needs of the Contracting Authority): a) salting the road surface with a width of 5-6 m, with salt wetted with brine in an amount effectively eliminating slipperiness, with ploughing - indicative amount of km in the season is 450, b) salting the road surface with a width of 5-6 m, with salt wetted with brine in an amount effectively eliminating slipperiness, without ploughing - indicative amount of km in the season is 830, c) ploughing the road with a width of 5-6 m with heavy trucks with medium ploughs or wheeled agricultural tractors with medium ploughs - indicative amount of km in the season is 800, 6) during the contract period, in the Southern Region, the following scope of winter maintenance is envisaged with equipment equipped with a system of GPS receivers enabling continuous monitoring of the location and work of equipment units (salting, ploughing) as well as analysis and archiving of data (the scope of work given below is indicative and the amount of work to be done depends solely on winter conditions and the current needs of the Contracting Authority): a) salting the road surface with a width of 5-6 m, with salt wetted with brine in an amount effectively eliminating slipperiness, with ploughing - indicative amount of km in the season is 300, b) salting the road surface with a width of 5-6 m, with salt wetted with brine in an amount effectively eliminating slipperiness, without ploughing - indicative amount of km in the season is 560, c) ploughing the road with a width of 5-6 m with heavy trucks with medium ploughs or wheeled agricultural tractors with medium ploughs - indicative amount of km of roads in the season is 710, 7) keeping a duty log, equipment work log, and weather log, 8) providing, at the request of the Contracting Authority, reports generated from the GPS system for each equipment unit, covering locations and the scope of work carried out (salting, ploughing) on a given day, 9) submitting reports and reports regarding the conducted action. The Contractor, as part of the duties performed, will submit to the Contracting Authority's headquarters (e.g. by e-mail) reports on the progress of the winter action according to the pattern established by the Contracting Authority. Reports for winter action on weekdays should be submitted by the next day by 8:30 am and for statutory holidays and Saturdays, they can be submitted on the first working day following the holiday, 10) for winter road maintenance, road salt and brine (solution of salt with water at a concentration of 20%) will be used. The consumption of road salt should correspond to the amount effectively eliminating slipperiness. The Contracting Authority's Representative will decide on the use of appropriate equipment and the initiation of the action, who will supervise and coordinate the winter road maintenance. The Contractor will ensure 24-hour standby and designate persons for contact with the Contracting Authority's Representative. The Contractor, from the date of signing the contract, will be ready to provide the service and, within a time not exceeding 1 hour from the moment the Contracting Authority's Representative agrees to use the appropriate equipment or calls the Contractor to use the equipment, will start the action. The width of the roads for snow removal and salting is 5-6 m, 11) for servicing each region, i.e. for standby, for keeping equipment and personnel ready to take winter action, and for maintaining communication, the Contracting Authority allocates a lump sum of PLN 30,000.24 gross. This amount will be paid to the Contractor.
