Poland – Architectural, construction, engineering and inspection services – Konkurs realizacyjny, dwuetapowy na opracowanie koncepcji architektonicznej nowej siedziby Prokuratury Regionalnej w Białymstoku

The competition is conducted in a restricted, two-stage procedure, in accordance with the provisions of the Act of 11 September 2019 on Public Procurement (Journal of Laws of 2024, item 1320, as amended) and the regulations and other executive acts issued on that basis, as well as the provisions of the competition regulations. The purpose of the competition is to obtain, by the Organiser, the best architectural concept, in terms of functional, spatial and aesthetic, of the building that will serve as the new headquarters of the Regional Prosecutor's Office in Białystok, along with the development of the real estate consisting of plots no. 3/3, 4/1, 5/1, 5/4, 5/6 in district 11 (Śródmieście) located at ul. Włókienniczej 32/34 in Białystok. All the aforementioned plots are the property of the State Treasury and are under the permanent management of the Regional Prosecutor's Office in Białystok. The total area of the land covered by the scope of the competition design is 7,757 m2. A detailed description of the subject of the competition is contained in Section IV of the competition regulations and Annex No. 4A1 to the competition regulations. The main elements of the Investment planned to be implemented on the aforementioned land, which require a design solution as part of the architectural concept being the subject of the competition, are: a) creating a new vision for the development of the land covered by the competition design, enabling the proper functioning of the projected building of the new headquarters of the Regional Prosecutor's Office in Białystok and the existing building within the land covered by the competition design, b) developing a concept for a building that will serve as the new headquarters of the Regional Prosecutor's Office in Białystok, c) ensuring the possibility of executing a "link" – i.e., an object that could in the future connect the projected building of the new headquarters of the Regional Prosecutor's Office in Białystok with the existing building within the land covered by the competition design, d) obtaining, on the land covered by the competition design, a modern set of administrative and office buildings with high architectural, aesthetic and functional-utility values, meeting the requirements specified in the Regulations. A detailed description of the subject of the competition, including information on:  the scope of the competition design,  the location of the land covered by the design in the spatial structure of the centre of Białystok,  the conditions arising from the existing development of the land,  the purpose of the land in the local spatial development plan,  the functional-utility guidelines and requirements established by the Contracting Authority,  the functional requirements arising from the order No. 53/17 of the Prosecutor General of 29.11.2017 and from the order No. 38/24 of the Prosecutor General of 08.10.2024, have been placed in the annexes No. 4A1, 4A2, 4A3 to the Regulations. Other materials necessary to carry out the architectural concept being the subject of the competition, including: ─ the building inventory of the existing building at ul. Włókienniczej 32, ─ the basic map of the land covered by the scope of the competition design, ─ the extract and drawing from the binding local spatial development plan, ─ documentation of soil tests of the land covered by the scope of the competition design together with a geotechnical opinion, ─ photographic documentation of the land covered by the competition design, have been attached to the Regulations as annexes No. 4A4, 4B, 5, 6, 7. The full list of materials made available to the Participants to carry out the architectural concept being the subject of the competition, has been placed in Section XIII of the regulations. These materials, the Participants of the competition can download from the competition's website. The resolution of the competition will form the basis for inviting the competition participant, whose competition work will receive the highest number of points as a result of the evaluation, to negotiate – i.e., to participate in the procedure conducted in the free-hand order, in order to award the contract for the performance of the service consisting in the detailed development of the selected competition work. An invitation to negotiations conducted in the free-hand order is part of the I Prize, intended to be awarded by the Competition Court as a result of the resolution of the competition.
