With Order No. РД-18-11 of 20.04.2007, the Executive Director of the Agency for Geodesy, Cartography and Cadastre - Sofia approved a cadastral map and cadastral registers for the area of the village of Gorno Trape, Troyan Municipality. With Decision No. 545/23.12.2021 of the Municipal Council - Troyan, the Master Development Plan of Troyan Municipality (MDP) was approved - https://www.troyan.bg/bg/oup. Since the settlement does not yet have a regulatory plan, the process will involve determining building boundaries, creating districts and a street network. The MDP proposes that the lands of Gorno Trape at the localities of Raykovska, Balabanete, Guneshka and Dlzhkovska, which are located near and partially on the territory of existing mahalas, be designated for residential areas with free, low-rise construction (R) or villa zones (V). The main objectives of the DDP-PR are: - Determining clear building boundaries of the settlement (the urbanized area); - Street network: Designing a functional street and transport network ensuring access to every property; - Sustainable development: Preserving the identity of the semi-mountainous settlement, combined with modern technical infrastructure and environmental protection. The design team is to propose a Detailed Development Plan – Regulation Plan to create the building boundaries of Gorno Trape and synchronize with the MDP. The boundaries of the areas designated for residential areas with free, low-rise construction (R) or villa zones (V) in the MDP are to become regulatory boundaries. A functional street and transport network ensuring access to every property is to be designed. Due to the specificity of the terrain in the Trojan Balkan region, the planning solution must be maximally aligned with the natural relief and existing property boundaries to avoid heavy expropriation procedures. The project is to be developed after a complete geodetic survey by a team of the designer of the main parameters of the described properties related to the project. If applicable, based on Article 65 of Ordinance No. РД-02-20-5/15.12.2016 on the content, creation and maintenance of the cadastral map and cadastral registers, before the DDP is approved, a project for amendment of the cadastral map for the parts of the properties falling within the scope of the street regulation is to be prepared and agreed with the AGCK - Lvov. Before the final preparation, the project for the DDP is to be presented for preliminary review and approval by the Municipal Expert Council for Territorial Development (MECTD) at Troyan Municipality.
