The subject of the procurement procedure is the repowering of the CHP plant in the technical building of RMD Rhein-Main Deponie GmbH at the location Rhein-Main-Deponiepark 3, 65439 Flörsheim am Main, including the complete dismantling of the existing four CHP modules (GM2, GM3, GM4, GM5) together with the associated ancillary facilities, as well as the turnkey construction of a new CHP plant with three CHP modules. The award is made by way of a competitive dialogue under § 119 (1), (2), (6) GWB in conjunction with § 14 (3) VgV in conjunction with § 18 VgV. The scope of services includes in particular: the complete dismantling of the existing CHP modules including generators, couplings, base frames and vibration decouplings; the dismantling of the exhaust systems, all connecting pipelines and electrical installations, each up to defined interfaces; the supply and erection of three new CHP modules of the INNIO Jenbacher type JMS 316 F25 (alternatively type JMS 316 F26 if compliance with NOx limit values is demonstrated by engine measures); the supply and erection of an exhaust system with SCR system for NOx reduction including exhaust gas heat exchangers; the integration of the existing lubricating oil and supply and exhaust air system; the construction of the hot water system for heat utilisation at the landfill site and for feeding into the district heating network of the city of Hochheim am Main; the new construction of the low-voltage main distribution and electrical installation; the complete dismantling and new construction of the engine controls (PLC); as well as the commissioning and trial operation of the entire plant. During the entire dismantling and construction phase, the continuous operation of the CHP module GM8 must be ensured; downtimes are to be minimised. The aim is to construct a highly efficient, low-emission and operationally safe plant for the coupled generation of electricity and heat while complying with all relevant legal and technical requirements, in particular according to BImSchG, 44. BImSchV and TA Luft. The minimum efficiencies are 41.9 % electrical, 43.7 % thermal and 85.5 % total. A further essential subject of the procurement procedure is the development of a financing arrangement advantageous for RMD. Due to the economic framework conditions of the contracting authority, there is only limited scope for bearing initial investment expenditure. In addition, RMD is excluded from providing guarantees due to its public law framework conditions. Against this background, various financing models - in particular hire purchase, contracting and leasing - as well as alternative warranty and security mechanisms are to be discussed and evaluated during the dialogue phase, taking into account the legitimate security interests of the bidders and the special situation of the contracting authority. Furthermore, the following aspects are to be specified in particular during the dialogue procedure: construction and assembly sequence including dismantling phase, interfaces and integration concept, maintenance and service concept, economic efficiency of the overall solution, procurement times as well as contractual key points including remuneration structure, scope of warranty, contract extension options and regulations at the end of the contract.
