Finland – Medical equipments, pharmaceuticals and personal care products – HUS 463-2025 Instrumentit 2025-2030 (DPS)

The HUS Group is establishing a dynamic purchasing system (hereinafter DPS) for the procurement of instruments. The products to be procured are defined in more detail in each internal tender within the dynamic purchasing system. We invite applications to participate in HUS 463-2025 Instruments dynamic purchasing system (hereinafter also DPS). The system will procure various products for both specialised healthcare and primary healthcare use. The product groups to be procured may include, among others, - Instruments, single-use - Instruments, multi-use (divided into several internal tenders) - Specialised instruments, such as ear, nose and throat instruments - Sterilisation containers and their services. HUS aims to procure high-quality supplies and products through a flexible and simple process. In addition, product group-specific objectives will be defined in internal tenders in such a way that they take into account the specific requirements of the product groups as comprehensively as possible. These may include product maintenance services, safety stock, advance planning for exceptional situations, commercial storage possibilities, added value services, product training. HUS operates in cooperation with other well-being areas and makes purchases as a procurement ring. The following members of the HUS Group may participate in the internal procurements of this dynamic purchasing system: City of Helsinki, Eastern Uusimaa well-being area, Central Uusimaa well-being area, Vantaa and Kerava well-being area, and Western Uusimaa well-being area, as well as South Karelia well-being area, Kymenlaakso well-being area and Päijät-Häme well-being area. The Defence Forces also have the right to make purchases based on this agreement. The participants in the procurement ring will be notified separately in each internal tender. At the time of publishing the application, HUS estimates that approximately 1-10 tenders per year will be published within the dynamic purchasing system. The figure is a preliminary estimate, which may change significantly as the tendering needs and product groupings become clearer later on. At the time of publishing the application, HUS estimates the total value of the dynamic purchasing system (60 months) to be approximately 8.8 million euros, taking into account all procurements that may be made within the system. The estimate is preliminary and is based on previous purchasing history and existing procurement agreements. HUS does not commit to any procurement quantities or minimum purchase obligations with this notice. HUS reserves the right to organise instrument tenders outside this dynamic purchasing system if necessary. The use of competitive dialogue and electronic auction in internal tenders is possible. The first internal tenders are estimated to be published at the end of 2026. The dynamic purchasing system for instruments is valid until 5.11.2030, unless it is shortened or extended by a separate notice. Applications to participate in the dynamic purchasing system can be submitted throughout its duration. It is valid until the day notified in the procurement notice, unless it is terminated or amended while the dynamic purchasing system is in force. The actual procurements are made in the internal tenders of the dynamic purchasing system, in which the procurement target is described and specified. A separate agreement will be concluded for each internal tender. The contract period is defined separately in the internal tender on a case-by-case basis. An entity can apply to be a supplier in the dynamic purchasing system if it meets the suitability requirements, which are stated in the ESPD form and under the heading Procurement target criteria. All candidates who meet the suitability requirements will be included. APPLICATION OF IPI REGULATION AND MEASURE The dynamic purchasing system applies the European Commission's IPI regulation and measure (Commission Implementing Regulation (EU) 2025/1197, Article 2; European Parliament and Council Regulation (EU) 2022/1031, Article 8). Pursuant to the IPI measure, the procurement unit must exclude from the procurement procedure bidders originating from the People's Republic of China. In addition, the procurement unit must apply the obligations set out in Article 8 of the IPI regulation regarding suppliers selected in the tender, in the internal tenders of the dynamic purchasing system, if the estimated value of the internal tender exceeds the EU threshold (IPI regulation, Article 6, paragraph 5).
