Poland – Construction work – Budowa i przebudowa dróg dla pieszych i rowerów w Gminie Stalowa Wola.

The subject of the contract is the execution of construction works related to the construction, reconstruction and expansion of cycling and pedestrian infrastructure in the city of Stalowa Wola. 2. The scope of the investment has been divided into 2 contract parts and includes: 1) Part I of the contract: Execution of construction works related to the construction, reconstruction and expansion of cycling and pedestrian infrastructure along ul. Fryderyka Chopina, Al. Jana Pawła II, ul. Staszica and ul. Energetyków, including sections of the provincial road nr 871 and the municipal road nr 101098R, along with accompanying works and the reconstruction of conflicting technical infrastructure. 2) Part II of the contract: Execution of construction works related to the construction and reconstruction of cycling and pedestrian infrastructure along ul. Komisji Edukacji Narodowej, from the intersection with Al. Jana Pawła II to the intersection with ul. Wojska Polskiego, along with accompanying works and the reconstruction of conflicting technical infrastructure. 3. The scope of the investment includes in particular: 1.) Part I of the contract: - construction, reconstruction and expansion of bike paths and paths for pedestrians and cyclists; - reconstruction and construction of pedestrian paths and adaptation of existing communication routes; - reconstruction of intersections, entrances to internal roads, exits, pedestrian crossings and cycle crossings; - execution of new structural layers and surfaces in the scope resulting from the design documentation; - reconstruction and construction of road lighting, including lighting dedicated to pedestrian crossings and cycle crossings; - reconstruction and expansion of drainage elements; - reconstruction, construction and securing of conflicting networks and technical infrastructure facilities, including electrical, telecommunications, water supply, sewerage, gas and heating networks; - construction of a technological canal in the scope resulting from the design documentation; - execution of vertical and horizontal signage and road safety devices; - execution of works related to greenery, including cutting of conflicting greenery, securing existing trees and shrubs - execution of demolition, earthworks, finishing works and other works necessary for the proper implementation of the investment and arrangement of the area. 2.) Part II of the contract: - construction and reconstruction of the bike path and pedestrian infrastructure along ul. Komisji Edukacji Narodowej; - reconstruction and construction of pedestrian paths and adaptation of existing communication routes; - reconstruction of intersections, entrances to internal roads, exits, pedestrian crossings and cycle crossings; - execution of new structural layers and surfaces in the scope resulting from the design documentation; - reconstruction and construction of road lighting; - reconstruction and adaptation of drainage elements in the scope resulting from the design documentation; - reconstruction and securing of conflicting networks and technical infrastructure facilities, including in particular electrical, gas and telecommunications networks; - execution of vertical and horizontal signage and road safety devices; - execution of works related to greenery, including cutting of conflicting greenery, securing existing trees and shrubs - execution of demolition, earthworks, finishing works and other works necessary for the proper implementation of the investment and arrangement of the area. 4. The construction works within both parts shall be carried out in accordance with the design documentation, technical specifications for the execution and acceptance of construction works, items and cost estimates as well as applicable regulations and technical knowledge rules. The contractor is obliged to properly secure the works area, existing technical infrastructure and greenery, ensure safety during the works, maintain the possibility of functioning of the existing communication system in the scope resulting from the documentation and, after completion of the works, to arrange and restore the area. 5. The aim of the investment is to develop a coherent, safe and functional cycling and pedestrian infrastructure in the city of Stalowa Wola, improve the safety and comfort of pedestrians and cyclists, increase the accessibility and continuity of cycling routes and adapt the existing communication system and technical infrastructure to the designed solutions. 6. The implementation of the investment also aims to improve the conditions of movement of unprotected road users, order the space in road lanes and increase the attractiveness of cycling as an alternative to car transport. 7. The construction works shall be carried out in accordance with the Design Documentation, technical specifications for the execution and acceptance of construction works, works items and other documents constituting attachments to the SWZ as well as with the applicable legal regulations, in particular the Building Law and regulations concerning public roads. 8. The contractor is obliged to carry out the works with the principle of DNSH (Do No Significant Harm – causing no significant harm to the environment) and to secure the existing greenery during the works in accordance with the Standard for the protection of trees and other forms of greenery in the investment process, constituting an attachment to the tender documentation. 9. The contract is co-financed from the funds of the European Funds within the project entitled „Development of micromobility in the area of MOF Stalowa Wola” nr FEPK.03.01-IZ.00-0007/25 and the project entitled „Development of micromobility in the area of MOF Stalowa Wola – stage II” nr FEPK.03.01-IZ.00-0008/25 implemented within the programme European Funds for Podkarpacie 2021–2027, Action FEPK.03.01 „Sustainable urban mobility – ZIT”, Priority FEPK.03 „Urban mobility”. 10. The contractor, pursuant to art. 95 para. 1 of the Pzp, shall be obliged to: 1) Employ by the Contractor or Subcontractor, on the basis of an employment contract, persons performing activities within the scope of the implementation of the contract, the execution of which is
