Description

1/ This framework agreement aims to provide the fuel necessary for the operation of the vehicle fleet of the purchasing group (Agreement of 21 October 2021) consisting of the following entities: - The Régie des Transports Métropolitains (RTM), acting as the coordinator of the purchasing group in charge of managing the contract; - La Métropole Aix Marseille Provence (AMP) - La RTM Est Métropole (RTM-EM) - La RTM Ouest Métropole (RTM-OM). 2/ This public contract is awarded through a negotiated procedure, in accordance with Articles L2124-3, R2124-4 and R2161-21 to R2161-23 of the Code. 3/ This is a framework agreement as defined in Articles L2125-1.1° and R2162-2 and following of the Code. The framework agreement is multi-contract, concluded with several economic operators (a maximum of three contractors), and executed through the conclusion of subsequent contracts, under the conditions set out in Articles R.2162-7, R.2162-11 and R.2162-12 of the Code and in the present CCP. 4/ Pursuant to Article R2162-4 of the Code, the framework agreement is concluded without a minimum commitment and with a maximum commitment quantity of 300,000 m3 of fuel over the duration of the framework agreement. 5/ This is a public contract for common supplies. It refers to the General Administrative Clauses applicable to public contracts for common supplies and services (CCAG/FCS), approved by decree of 30 March 2021. 6/ The duration of the framework agreement is four years firm, from the date of notification. 7/ At the candidate stage, the documents sent with the Public Call for Tender (AAPC) are listed in the "Candidate Phase" Consultation Regulations, attached as an annex to the AAPC. 8/ Candidates must submit their application (and their offer in the subsequent phase) electronically via the site www.achatpublic.com. In the subsequent phase, the RTM will make the complete Consultation File for Companies (DCE) available to candidates admitted to submit an offer, via the site www.achatpublic.com, which will provide them with the download modalities.
