Description
Design and design management tasks for the TOP_PLUSZ-1.3.2-23 Sustainable Urban Development tender framework, to be implemented under the project "Development of the Sinva Green Corridor – Establishing bicycle and pedestrian connections between the Győri kapui district and the city centre of Miskolc", with the identifier TOP_PLUSZ-1.3.2-23-MI1-2025-00008. The planned investment requires a building/operating permit. The project aims to establish bicycle and pedestrian connections between the Győri kapui district of Miskolc and the city centre, primarily along the Sinva stream, as well as the development and renovation of related public spaces and community areas. Within the Sinva Green Corridor project, the connection between the Győri kapu district and Szent István tér (main square) will be established through point developments and traffic management measures on the section between Nagyváthy utca and Szent István tér. On this section, the bicycle connection will be ensured by traffic management tools, including the diversion of the bicycle lane onto Dayka Gábor utca and Nagyváthy utca. On the stream bank section between Nagyváthy utca and Kalapács utca, the Sinva Green Corridor's bicycle path and pedestrian path will be developed, and various community spaces will be created in the related terraces. On the section between Nagyváthy utca and Thököly utca, a traffic-calmed road will be developed on the left bank of the Sinva, using traffic management tools, for motor vehicle and bicycle traffic. In the green terraces between the panel houses, playground equipment will be installed, connected to the existing playgrounds. Safe pedestrian crossings will be developed at Vászonfehérítő utca to access the terraces being created on the left bank of the Sinva, as well as at the intersections. The terraces will function as rest areas, where benches, grills, and shelters will be placed, and the green areas related to the terraces will also be reconstructed. A safe pedestrian crossing will be developed at Thököly utca. On the housing estate section between Thököly utca and Géza utca, an environmentally friendly surface bicycle path and a parallel pedestrian path will be developed alongside the bicycle path. At Gálffy Ignác utca, a safe crossing for pedestrians and cyclists will be developed. On the section between Tímármalom utca and Acél utca, considering the existing utilities – especially the district heating pipes – a larger rest area and natural riverside terrace will be developed. At the height of Gyula utca and Tímármalom utca, smaller public spaces will be developed in front of the pedestrian bridge with the placement of rest benches and street furniture. For the implementation of the planned interventions on the section between Réz utca and Vasgyári út, the use and possible expropriation of the affected properties will need to be examined during the design process. The Inviting Party notes that the above quantities are indicative in the current project development phase of the project and will be specified during the design process. According to point III.1.3) M.1 of the Invitation, the above quantitative data unambiguously support the threshold of eligibility. The project is in the project development phase, so the quantities listed in the Design Program, which is an annex to the Invitation, are indicative. The Designer's task is to ensure full compliance with the provisions of the Act LXIX of 2023 on the order of state construction investments (hereinafter: Ábtv.) and the Decree 25/2024. (VIII. 8.) of the Ministry of Economic Development (hereinafter: ÉBFR) on the system of construction investment processes and the system of design services, as well as the state-owned economic organisation participating in the quality assurance of state construction investments, until the successful completion of the technical handover procedure. The Designer – as the responsible designer of the state construction investment (ÉBFR 8. § (1)) – is obliged to prepare all the necessary permit and construction documentation for the implementation of the investment, covering all disciplines, to coordinate the work of the discipline designers, to obtain the necessary permits, approvals, and consents for the implementation on behalf of the investor, as well as to provide design management (ÉBFR 8. § (2)). The design task includes the management of the entire design process of the project, the conduct of negotiations with authorities and experts, the submission of permit documentation in ÉTDR and other relevant expert systems, as well as the preparation of the construction documentation compiled according to the requirements of the valid permits. The Designer is obliged to prepare the cost estimates and budget summaries, with and without prices, which are part of the construction documentation, and to make them available according to the breakdown by legal title as specified in the Invitation. The Designer is obliged to prepare the itemised cost estimate and cost estimate according to the uniform item list of the Hungarian state in accordance with the conditions system of design and technical implementation based on the Building Information Model (BIM) issued under Decree 31/2024. (VIII. 22.) of the Ministry of Economic Development 4. § and Ábtv. 19. § (5). In the budget summary, the legally prescribed reserve frame (min. 5%) must be shown separately, as an independent cost item, from the construction costs.
