The contracting authority wishes to establish a framework agreement covering damage services related to the contracting authority's properties, including dwellings, common areas, technical installations, and related outdoor areas, where relevant. The services include both handling of acute incidents, where immediate action is required, and planned incidents, where the damage is stabilised, and the action can be planned and carried out systematically. The contracting authority wishes to enter into a framework agreement with three (3) suppliers, each of whom will be assigned a ranking based on the criterion "Best value for money." This ranking determines which supplier is primarily used, with priority given to the highest score. If the highest-ranked supplier cannot meet a specific task in accordance with the agreement's requirements, the task will be transferred to the second-best supplier and then to the third. The framework agreement has a duration of four years with the possibility of termination after two years. During the agreement period, allocation will be made via direct allocation. The total volume of framework agreements is estimated to be approximately 32 million DKK in the framework agreement period. The number of requisitions per year is estimated to be approximately 400 requisitions, based on an average of the last 3 years' requisitions. The above expected turnover and number of requisitions are an expression of the contracting authority's estimate of the future need based on historical and expected consumption, and the contracting authority therefore does not guarantee the future turnover on the framework agreement. The maximum value of the framework agreement is estimated to be +30%. The maximum value has been estimated by the contracting authority based on a less likely but possible scenario, where the need develops differently than expected at the time of the tender. It is the contracting authority's expectation that the turnover on the framework agreement will not exceed the stated maximum value. The contracting authority will obtain the right (but not the obligation) to draw on the entered framework agreement. The tender is not divided into sub-contracts. The framework agreement is offered as one combined agreement for the entire described service. The reason for this is that the task constitutes a combined and uniform service, which is best handled in a combined agreement. A division of the framework agreement is estimated to result in a loss of economies of scale, increased contract administration, and higher costs for the contracting authority. At the same time, it is estimated that the market can deliver the full service under one, and that a division will not increase competition or quality. This lack of division is in accordance with the Public Procurement Act § 49, subsection 2, as the contracting authority has thereby justified why the framework agreement is not divided.
