KOMBIT is offering a Framework Agreement for the supply of consultancy services in the areas of test management, test delivery and tool support for KOMBIT's solutions. The Framework Agreement will support KOMBIT's needs for planning, management and quality assurance of KOMBIT's solutions, as well as the execution of test deliveries, specialised test types, use of relevant test tools and AI-supported methods, where this is relevant and in accordance with KOMBIT's requirements. The services relate in particular to large, complex and socially critical IT solutions with many integrations, external dependencies and collaboration between KOMBIT, development suppliers and other stakeholders. The Framework Agreement consists of the following two main services, see annexes 1.1. and 1.2:

- Services within test management include, for example, planning, management and quality assurance of test efforts on KOMBIT's solutions carried out as part of KOMBIT’s team and in collaboration with the development supplier and other stakeholders. The services also include planning deliveries such as Master Test Plan, test plans per release or iteration, product risk analysis, review of the development supplier's test plans and test basis, as well as planning, estimation and coordination of test resources. Quality assurance includes, for example, review of requirements, user stories, acceptance criteria and test documentation, verification of entry and exit criteria, supervision of test execution, independent assessment of error classification and continuous visibility of quality risks to KOMBIT. Reporting must be done according to KOMBIT's templates and in KOMBIT's common tools, so that there is always an overall and transparent quality picture for the individual solution.

- Services within test delivery and tool support include, for example, test preparation, test planning and test execution based on a risk-based approach with the aim of ensuring that KOMBIT's solutions meet business, functional and non-functional requirements. The deliveries may, for example, include system test, system integration test, acceptance test, regression test, data migration test, static test, test design, test cases in KOMBIT's test tool and automated test scripts. After specific ordering, the services may also include specialised test types such as performance test, security test, disaster recovery test, usability test, accessibility test, penetration test and test of AI solutions etc. The services must be supported by up-to-date and suitable test tools. Services within Test Management are carried out as a starting point in KOMBIT's authoritative test and collaboration platforms, while specialised test deliveries may involve the use of special tools. KOMBIT intends to enter into the Framework Agreement with one supplier, and concrete tasks are assigned in accordance with the terms of the Framework Agreement by entering into a delivery agreement and individual service orders, so-called Statement of Work (SOW).
