Description

The service includes route planning based on the purchaser's approved transport data, daily scheduling, dispatch of transports, handling of changes and cancellations, management of disruptions, communication, implementation monitoring, and generation of invoicing data. The service provider delivers and maintains the system and user rights required for performing the tasks. The purchaser makes decisions regarding transport rights and approves the plans and changes identified in the contract. The actual contract period is 1.8.2027–31.7.2030. The purchaser has the right to extend the contract for option periods 1.8.2030–31.7.2032 and 1.8.2032–31.7.2033. The use of the options shall be notified in accordance with the main contract no later than six months before the start of the respective option period. The scheduling covers both the city's separately procured daily-chartered vehicles and the flexible capacity arranged based on this procurement. The city pays the traffic compensation for the current daily cars based on its own contracts. Their traffic compensation is not included in this procurement's monthly fee or billed again with the unit prices of the flexible capacity. The service provider arranges the required flexible capacity in passenger seat classes 1-4 and 5-8 and the accessibility and equipment required for transport tasks. Procurement of new core capacity with more than eight passenger seats is not required. The service provider may use its own or subcontracted fleet. The city's available larger daily car fleet will be included in the scheduling in accordance with their contracts. Annex 10, which describes the current situation, contains the daily trips for a comparison week, daily car data, and the calculated simultaneous fleet requirement. The week corresponds to one normal actual school week. The daily cars operate until the end of their current contracts. The vehicle options P04, P05, P06 will be used for the academic year 2027-2028. Other expiring daily car contract vehicles will be removed from operation upon the expiry of the contracts. Current longer contracts will continue in accordance with Annex 10. The current situation's driving tasks and fleet requirement calculations assist in preparing the tender. The implemented routes and transport needs are determined according to the purchaser's decisions and approved plans. Annex 10 does not constitute the guaranteed minimum order quantity for the flexible capacity. Preparation for a reduction in daily car capacity is made in accordance with the main contract and Annexes 1 and 3.
