This framework agreement concerns the performance of regulatory technical diagnostics, notably the search, identification, evaluation, and control of pollutants and risk agents in buildings and infrastructure, in particular: - Asbestos surveys (pre-work, pre-demolition, DTA, pre-sale diagnostics, periodic assessments of the state of conservation); - Lead surveys and controls, including lead exposure risk assessment (CREP) and pre- and post-work diagnostics; - Diagnostics related to termites, wood-boring insects, and wood-destroying fungi; - Additional analyses and controls, notably dust measurements, visual inspections, environmental or laboratory analyses; - Detection of associated pollutants, notably in materials and coatings (including PAHs) when required (Lot 1). The services also include: - Conducting reconnaissance and survey visits, with investigations, soundings, and possible sampling; - Producing regulatory reports, compliant with current standards and regulations; - Identifying, quantifying, and locating the materials or products concerned, including on graphical supports; - Updating or producing survey plans, diagrams, or sketches, notably in a digitally exploitable format; - Integrating and managing data and deliverables in the client's business tools. The services are provided across the entire collective heritage, including: - Built properties and public facilities (administrative, educational, sports, cultural buildings, etc.); - Technical and industrial infrastructure, notably those related to the water cycle (production, storage, transport, and treatment of water), including accessible or inaccessible, buried, elevated, and/or confined works. These interventions may concern works with particular constraints, notably - Limited accessibility, - Coactivity with operators, - Service continuity, - Working at height or in confined spaces. The services defined in the CCAP are divided into 2 lots. Details: Consultation launched by a purchasing group. The framework agreement will be executed by issuing purchase orders. Each lot will be the subject of a separate award. The services are paid for by unit prices. The maximum amounts for the services for the initial period of the framework agreement are defined as follows: For Lot No. 1 - Regulatory asbestos and other building and infrastructure diagnostics: Toulouse Métropole: 400,000.00 euro(s) excl. VAT Commune de Toulouse: 400,000.00 euro(s) excl. VAT For Lot No. 2 - Regulatory asbestos and other diagnostics on industrial sites and water cycle works Toulouse Métropole: 140,000.00 euro(s) excl. VAT Commune de Toulouse: 10,000.00 euro(s) excl. VAT The maximum amounts will be the same for each renewal period. The total maximum of orders, all periods combined, is therefore defined as follows: Lot 1: 3,200,000.00 euro(s) excl. VAT Lot 2: 600,000.00 euro(s) excl. VAT
