Description
The contract to be tendered concerns advice on viability and assessment in accordance with the Bbz 2004 and IOAZ. The tendering process follows the European open procedure. Advice on viability and assessment of the Decision on Assistance for Self-Employed Persons 2004 - Applications. There may be a right to assistance for starting and established self-employed entrepreneurs. The assistance scheme for self-employed persons is laid down in the Decision on Assistance for Self-Employed Persons 2004 (Bbz 2004). This scheme supports starting self-employed persons with a grant for start-up capital and/or a periodic grant for living expenses and guidance. In addition, the scheme provides credit facilities (business capital) and/or a periodic grant for living expenses for established and ceasing self-employed persons. Self-employed persons who are in need of assistance or are likely to be in such a situation in the near future may belong to the target group of this scheme. To qualify for start-up/business capital and/or a periodic grant for living expenses under the Bbz 2004, a number of conditions must be met. The business must be lawfully established in the Netherlands and there must be a business that is expected to be viable. The contracting authority expects the tenderer to assess, on the basis of the assistance applications from (potential future) self-employed persons, the adaptability to and the possibilities of the legislation. For starting self-employed persons, the business plans must be tested for viability. Furthermore, the necessity and the amount of the credit need must be determined, if applicable. In the case of assistance applications from established self-employed persons, the business(es) must also be tested for viability, with the necessity for assistance and the amount of any credit need to be determined. Prior to, or as a result of, the assessment, there may be a need for targeted advice on adjustments to the business management that are expected to make the business(es) viable. Advice and assessment of IOAZ applications. The benefit under the Act on Income Provision for Older and Partially Disabled Self-Employed Persons (IOAZ benefit) is a benefit for older self-employed persons aged 55 and over who intend to stop working as self-employed. The IOAZ benefit tops up the (household) income to the assistance level. Older persons can receive this benefit after ceasing their business until they reach the age at which they are entitled to AOW.
