Description

The subject of the procedure is the engagement of non-profit organisations or associations to carry out qualified patient transport services in accordance with the RettG NRW in the supply area of the Kreis Düren in return for a lump-sum (call-out-independent) remuneration (lump-sum fixed price). The contractor will be provided with the vehicle, including medical-technical equipment, by the contracting entity free of charge for use for the purpose of contract performance. The contractor must provide professionally qualified rescue personnel as well as a suitable rescue station from which to carry out the services of the qualified patient transport. All details can be found in the annex Performance Specification including annexes and the annex Public Law Contract. Kreis Düren is the provider of the rescue service. The contracting entity was established to perform the tasks of the rescue service and awards those rescue services to third parties in the present procedure, which it does not provide itself with its own resources. The engagement is made in accordance with § 13 RettG NRW by means of a two-stage administrative selection procedure based on a "negotiated procedure with prior call for competition". The contractors will be active as administrative assistants as part of the public rescue service. Participation in the selection procedure is limited to non-profit organisations or associations within the meaning of §§ 52 ff. AO, so that the sector exemption according to § 107 para. 1 no. 4 GWB applies. Non-profit providers in this sense are excluded from participation, this also applies to an engagement as a subcontractor / subcontractor, other participation or within the framework of a qualification loan (see document Application Conditions). There is no entitlement to compliance with the provisions of (EU) procurement law. These provisions, including the provisions under the GWB and the VgV, are expressly not part of or the basis for the present selection procedure. The present publication of the intention to conclude a contract using the notice form for contract notices is made voluntarily for the greatest possible transparency and in the absence of a suitable equally suitable alternative.
