Russia's invasion of Ukraine since February 2022 has caused a fundamental change in the security environment. Since the same period, serious sabotage activities have increased against the critical infrastructure of European Union member states (including Norway), such as the cutting of submarine cables and pipelines, disruption of freight traffic, arson attacks on industrial and/or commercial buildings, damage to rail traffic, breaches in water facilities, data breaches and service denial attacks on public authorities and servers, including unspecified drone flights over critical infrastructure areas. This change has intensified the threat landscape and necessitates special preparedness. Due to this change in the security environment and climate, the City of Oulu is tightening the handling and sharing of security-, preparedness- and supply security-sensitive information in its procurements, in order to protect the safety of the population and the national, municipal-owned and managed critical infrastructure that ensures the safety of the population. This also includes physical access to critical infrastructure. From a security perspective, in addition to public procurement, the critical examination and, if necessary, prevention of real estate transactions and leasing is also included, if the party in question is a country that has been declared hostile to Finland or whose activities are considered by Finnish security authorities to pose a threat to critical infrastructure. This poses an obviously high risk to public safety. This also applies to the service providers, responsible parties and staff of the procurements. The subject of this procurement's service operations is critical infrastructure important for the safety of the population (e.g. district heating, water, electricity, telecommunications cables, lighting, street lights, port areas and other structures), the damage or destruction of which endangers the daily safety and supply security of approximately 220,000 residents (including businesses). In the event of damage, there may be a serious threat to national security due to the large population and geographical concentration. The above-mentioned critical infrastructure information has been partially removed and/or obscured from the internet and public domain for security reasons since the start of Russia's invasion of war in 2022. These data must therefore continue to be kept secret (Publicity Act 24§ 7). Due to the above security, preparedness and supply security reasons, this procurement uses a mandatory security condition based on discretion, which can be found in the tender documents. Oulun vesi -liikelaitos (hereinafter also "Procurement Unit") invites applications for participation in the procurement of preparatory works for the expansion of the new surface water treatment plant to be built in Hintta, in accordance with the tender notice and its annexes. The subject of the procurement is the preparatory construction works related to the expansion of the new surface water treatment plant to be built in Hintta. The objective of the procurement is to ensure the adequacy of Oulu's municipal water supply and the operational reliability of water supply, as well as to enable the basic repair of the current water treatment plant. The contract will be implemented as a lump sum contract, and it includes all the works more specifically defined in the tender documents, such as the construction of the pipeline, as well as earth and water construction works. In addition, the subject of the procurement may be additional works, the need for which becomes apparent during the execution of the works. A site visit will be arranged for candidates on 12.5.2026 at 11:00 at Erkintie 10, Oulu. Participation in the site visit is a mandatory requirement for participation in the procurement.
