Poland – Hospital beds – Dostawy aparatury medycznej, zakup ze środków własnych Szpitala oraz w ramach realizacji zadań „Programu Ochrony Ludności i Obrony Cywilnej na lata 2025-2026”

The procurement procedure is conducted in the form of an open tender, based on Article 132 and subsequent articles of the Act of 11 September 2019 - Public Procurement Law (Journal of Laws of 2026, item 793, as amended), hereinafter also referred to as "Pzp". The procedure is for a contract value above the EU thresholds specified in the announcement of the President of the Public Procurement Office issued under Article 3 of the Pzp. The Contracting Authority intends to apply the so-called reverse procedure, as referred to in Article 139(1) of the Pzp, i.e. the Contracting Authority will first carry out an examination and evaluation of tenders, and then carry out a subjective qualification of the Contractor, whose tender was most highly evaluated, in terms of the absence of grounds for exclusion and the fulfillment of the conditions for participation in the procedure. The subject of the contract is the supply of new (year of manufacture min. 2026) medical equipment, purchased with the Hospital's own funds and as part of the implementation of the tasks of the "Programme for the Protection of the Population and Civil Defence for 2025-2026" in the following parts: Task 1 Medical Beds Task 2 Transport ventilators Task 3 Syringe pumps Task 4 Volumetric pumps Task 5 Device for creating a bloodless field with a compression cuff Task 6 Plasma sterilizer with installation. The contract is implemented from the budget of the Dolnośląskie Voivodeship as part of the task of the "Programme for the Protection of the Population and Civil Defence for 2025-2026" financed from the earmarked reserve of the state budget allocated for the implementation of tasks related to the protection of the population and civil defence, in the amount of 1 plasma sterilizer, 6 intensive care beds and 10 transport ventilators. The contract is implemented from the budget of the Dolnośląskie Voivodeship as part of the granted specific grant for the implementation of the task entitled "Purchase of transport ventilators - 2 units" in the field of Protection of the Population and Civil Defence financed from the earmarked reserve of the state budget allocated for the implementation of tasks related to the protection of the population and civil defence, granted by the Voivode of Dolnośląskie, on the basis of Agreement No. MDB/118/2026 of 28.08.2026 concluded between the Contracting Authority and the Dolnośląskie Voivodeship, the Marshal's Office of the Dolnośląskie Voivodeship on the basis of Resolution No. 4803/VII/26 of the Council of the Dolnośląskie Voivodeship of 11 August 2026 on granting the Dolnośląskie Specialist Hospital named after T. Marciniak - Centre for Emergency Medicine in Wrocław, in the years 2025 - 2026, a grant for the implementation of the task in the field of protection of the population and civil defence in 2026 in connection with the implementation of the grant agreement no. 1.7.2.2026.OLiOC.IZ concluded with the Voivode of Dolnośląskie on 28.07.2026 as part of the Programme for the Protection of the Population and Civil Defence, in the amount of 2 transport ventilators. The contract is implemented from the budget of the Dolnośląskie Voivodeship as part of the granted specific grant for the implementation of the task entitled "Purchase of syringe pumps and pump holders" in the field of Protection of the Population and Civil Defence financed from the earmarked reserve of the state budget allocated for the implementation of tasks related to the protection of the population and civil defence, granted by the Voivode of Dolnośląskie, on the basis of Agreement No. MDB/72/2026 of 30.07.2026 concluded between the Contracting Authority and the Dolnośląskie Voivodeship, the Marshal's Office of the Dolnośląskie Voivodeship on the basis of Resolution No. 4323/VII/26 of the Council of the Dolnośląskie Voivodeship of 26 May 2026 on granting the Dolnośląskie Specialist Hospital named after T. Marciniak - Centre for Emergency Medicine in Wrocław, in the years 2025 - 2026, a grant for the implementation of the task in the field of protection of the population and civil defence in 2026 in connection with the implementation of the grant agreement no. 1.1.1/2026.OLiOC concluded with the Voivode of Dolnośląskie on 12 May 2026 as part of the Programme for the Protection of the Population and Civil Defence, in the amount of 16 syringe pumps and 16 pump holders. A detailed description of the subject of the contract for the above parts is listed and described in: "Price Form" (Annex No. 2), "Parameter Cards" (Annex No. 3), "Draft Contract Terms" (Annex No. 4, Annex No. 4a), which are an integral part of the Contract Specification. The contractual terms of the implementation of the subject contract contain "Draft Contract Terms", which are an integral part of the SWZ. The Contractor undertakes to sign a data processing agreement together with the conclusion of the contract (in accordance with Annex No. 12 to the SWZ). - this concerns Task 2. In the event of the existence of grounds for entrusting the processing of personal data, the Contractor undertakes to sign a data processing agreement which is an integral part of the SWZ (Annex No. 12) - this concerns all Tasks except Task 2.
