**Pathology and Forensic Medicine Supplementary Reactives and Consumables - 2 lots**

The Brașov County Emergency Clinical Hospital, a public healthcare unit with legal personality, under the authority of the Brașov County Council, with the activity of providing emergency medical services, operates in accordance with the provisions of Law 95/2006 regarding the reform in the health field, with subsequent amendments and additions. Within this procedure, the Brașov County Emergency Clinical Hospital acts as the Contracting Authority, and as the Contracting Authority within the Contract. For the purpose of this section of the Award Documentation, any activity described in a particular chapter of the Book of Tenders and not explicitly specified in another chapter, should be interpreted as being mentioned in all chapters where the Bidder considers it should have been mentioned to ensure the fulfillment of the Contract's object. The products subject to this procurement are Pathology and Forensic Medicine Supplementary Reactives and Consumables for patient diagnosis, identification of risk factors for certain conditions, and monitoring the evolution of pathological states, used within the hospital's sections. Given that the number of patients requiring treatment is variable, and the quantities of reactives and consumables to be procured are not known at this time, a framework agreement has been chosen. This allows the contracting authority to award subsequent contracts, monthly or quarterly, depending on the concrete needs for products and the funds that will be allocated for their procurement (own revenues). The total estimated value without VAT is 7,534,411.20 lei. The minimum and maximum estimated quantities of the framework agreement can be found in the Book of Tenders on pages 5-22. The minimum and maximum estimated quantities subject to the framework agreement, as well as those subject to the largest subsequent contract, can be found in the Book of Tenders, point 3.1. The imposed requirements are minimal and mandatory. A bid that does not meet the mandatory requirements set out in the Book of Tenders will be considered non-compliant and will be rejected. Technical specifications that indicate a particular manufacturer, origin, or process, or that refer to brands, patents, types, origin, or specific production or standards, are mentioned only to easily identify the characteristics of the products to be procured and DO NOT have the effect of favouring or eliminating certain economic operators. These specifications will always be considered as having the mention « or equivalent ». A framework agreement will be concluded for a period of 24 months. The deadline by which economic operators can request clarifications or additional information regarding the award documentation is 18 days before the deadline for submission of bids. The contracting authority will respond, clearly and completely, to all requests for clarifications/additional information by the 11th day before the deadline for submission of bids.
