The subject of the procurement is the provision of communication and advertising agency services to the contracting authority. The services may include, for example, the following sub-fields of communication and advertising agency work:

• Communication consulting, plans, implementation and training, such as:

o Communication strategy

o Media relations and communication

o Influencer and advocacy communication

o Change communication and projects

o Crisis communication

o Financial communication

o Responsibility communication

o Internal communication

o Digital communication and marketing, analytics

o Publication design and production

o Research and audits

• Marketing communication consulting, plans and implementation

o Brand strategies and concepts

o Campaign concepts

o Multi-channel campaign implementation

o Content marketing

o Design: graphic design and production

o Content production, such as the production of texts, images, videos and infographics

The procurement is a two-stage process and a framework agreement is concluded with several suppliers. Based on the qualification phase, a maximum of eight (8) candidates will be selected for the tender phase. Based on the tender phase, a maximum of four (4) framework suppliers will be selected. The actual framework period is two (2) years. The framework agreement comes into effect when both parties have signed the framework agreement. The contracting authority also has the right to two (2) one (1) year options. The options concern the contracting authority's right, not obligation. The options can also be used only partially. The agreements concerning individual orders may be longer or shorter than the framework period. The agreements concerning individual orders may be longer or shorter than the framework period.
