Romania – Surveillance system – Autospecială de supraveghere cu termoviziune - VAN

The contracting authority intends to conclude a framework agreement for the public procurement of products, the subject of which is the supply of "Thermal Imaging Surveillance Vehicles - VAN", in accordance with the technical specifications provided in the terms of reference, intended for the equipment of the structures of the Romanian Border Police. The contracting authority will conclude a framework agreement with a single economic operator, on the basis of which subsequent contracts will be awarded, depending on the identified needs and the approved budget funds for this purpose. The framework agreement will be concluded by the General Inspectorate of the Border Police, in its own name and on behalf and for the account of the associated contracting authorities, namely: • Timișoara Border Police Territorial Inspectorate; • Sighetu Marmației Border Police Territorial Inspectorate; • Iași Border Police Territorial Inspectorate; • Coast Guard; • Giurgiu Border Police Territorial Inspectorate; • Oradea Border Police Territorial Inspectorate. During the framework agreement, the General Inspectorate of the Border Police and the associated contracting authorities may conclude subsequent contracts, within the quantities provided for in the framework agreement and depending on the approved budget funds. The duration of the framework agreement is 24 months from the date of its signature by the last party, in accordance with the provisions of the terms of reference. The delivery term for the products is 6 months from the date of signature of the subsequent contract by the last party. The estimated quantity that will be the subject of the framework agreement: - minimum 12 units and maximum 70 units. The value of the largest subsequent contract will be 29,404,956.00 lei without VAT. The contracting authority will respond clearly and completely to all requests for clarification/supplementary information, once, on the 11th day before the deadline for submission of tenders, to the extent that these requests have been transmitted within the period mentioned in SECTION I, namely 19 days before the deadline for submission of tenders, as follows: – Number of days until which clarifications can be requested before the tender submission deadline: 19; – Deadline for the authority to respond to requests for clarification/supplementary information – the 11th day; In order to respect the principle of equal treatment, interested economic operators will comply with the provisions of ANAP Notification no. 247 regarding the method of transmitting requests for clarification and supplementary information to the award documents/answers formulated in the event of conducting public procurement contract award procedures through electronic means (on-line), in the sense that the documents attached to the "Questions" section WILL NOT CONTAIN THE IDENTIFICATION DATA OF THESE, since these will become public at the time of transmission of the response by the contracting authority!
