Poland – Analysers – SZP/243-235/2026 Dostawa zestawu do badań bezpieczeństwa elektrycznego (LVD) z akcesoriami w ramach projektu „Centrum Technologii Bezpieczeństwa Publicznego”.

The subject of the contract is the supply of a set for electrical safety testing (LVD) with accessories as part of the project "Public Safety Technology Centre". The subject of the contract will be implemented in three independent tasks: ● Task 1 entitled “Basic Equipment Set for LVD Tests”: Includes the supply of key measuring equipment in the form of a multifunctional electrical safety tester along with a vibration table for mechanical resistance testing and a set of dedicated LVD accessories. Detailed technical requirements for individual elements of the subject of the contract in Task 1 are specified accordingly in Annex No. 3 to SWZ – OPZ in tables: 1, 2 and 3; ● Task 2 entitled “LVD Preliminary Measurement Equipment Set”: Includes the supply of a ground circuit current endurance tester and a mobile set of electrical installation meters, enabling verification of electrical protection. Detailed technical requirements for individual elements of the subject of the contract in Task 2 are specified accordingly in Annex No. 3 to SWZ – OPZ in tables: 4 and 5. ● Task 3 entitled “LVD Supplementary Measurement Set”: Includes the supply of a precise LVD Measuring Source and High Voltage Probes, constituting auxiliary equipment for specialist dielectric tests. Detailed technical requirements for individual elements of the subject of the contract in Task 3 are specified accordingly in Annex No. 3 to SWZ – OPZ in tables: 6 and 7. The Contracting Authority declares that the subject of the contract has been co-financed from the European Funds for Lower Silesia 2021 – 2027, Priority 1 European Funds for Entrepreneurial Lower Silesia. Action 1.1. Development of research units, Type 1.1.A Investments in the development of public research infrastructure – project entitled: “Public Safety Technology Centre” (ref. no. Janiszewskiego 11 A, 50-372 Wrocław, building C15. 2. A detailed description of the subject of the contract is provided in Annex No. 3 to SWZ – OPZ. 3. The detailed scope of the subject of the contract, which are the designed provisions of the contract for the public contract, is provided in the contract template, which is Annex No. 2 to SWZ. 4. CPV Code: 38434000-6 Analyzers 38430000-8 Detection and Analysis Equipment 5. The delivery period is up to 16 weeks from the date of the contract. 6. In accordance with art. 257 of the Public Procurement Law, the Contracting Authority envisages the possibility of invalidating the subject of the proceedings if the funds that the Contracting Authority intended to allocate for the financing of the whole or part of the contract have not been granted to it. 7. The Contracting Authority envisages the application of the so-called reverse procedure, as referred to in art. 139(1) of the Public Procurement Law, i.e. the Contracting Authority will first conduct an examination and evaluation of the offers, and then qualify the Contractor, whose offer was the highest rated, in terms of the lack of grounds for exclusion and the fulfilment of the conditions for participation in the proceedings. 8. The Contractor is bound by the offer from the expiry of the offer submission deadline until 06/12/2026 (90 days). 9. The offer must consist of: 9.1. the Contractor's offer form – constituting Annex No. 1 to SWZ (interactive form available on the e-Zamówienia Platform, indicating in particular the offer price for the entire subject of the contract) 9.2. declaration, as referred to in Section VII, point 1 SWZ - JEDZ - interactive form available on the e-Zamówienia Platform 9.3. declaration, as referred to in Section VII, point 1a SWZ - (appropriately) Declarations Annex. No. 5.1 and 5.2 to SWZ; 9.4. (if applicable) commitment of the entity providing resources, as referred to in Section VII, point 3.3 SWZ; 9.5. (if applicable) evidence of the reservation of information constituting a business secret in accordance with Section X, point 6; 9.6. document/-s, from which the right to sign the Offer in accordance with Section X, point 15 SWZ; (if applicable) appropriate powers of attorney in accordance with Section X, point 17 SWZ; 9.7. (if applicable) Declaration of contractors jointly applying for the contract - in accordance with art. 117(4) of the Public Procurement Law; 9.8. Annex No. 3 to SWZ - The Contractor submits with the Offer the appropriately completed and signed Annex No. 3 to SWZ (appropriately for the given task), indicating in particular: - subject matter evidence, i.e. parameters of the offered subject of the contract, confirming the fulfilment by the Contractor of the Contracting Authority's requirements (together with any Information for Contractors) – in accordance with the specified requirement indicated by the Contracting Authority; In accordance with art. 107 of the Public Procurement Law, in the event that the Contractor does not submit subject matter evidence or the submitted subject matter evidence is incomplete, the Contracting Authority will call for their submission or completion within a specified period (current as of the date of their submission). The rules of this do not apply if, despite the submission of subject matter evidence, the offer is to be rejected or the grounds for invalidating the proceedings occur. - name, model, manufacturer of the offered subject of the Contract - in accordance with the specified requirement indicated by the Contracting Authority. The requirement to indicate: “Name, model, manufacturer of the offered device” does not constitute subject matter evidence. - price calculation - price of the offered subject of the contract - in accordance with the specified requirement indicated by the Contracting Authority. The requirement to indicate prices does not constitute subject matter evidence.
