France – Casino operating services – Concession de service public pour l'exploitation du casino municipal

The municipality of Le Boulou has a casino on its territory. The building in which the various activities (games, entertainment, catering) are operated belongs to the Concessionaire. However, the municipality will own the casino building from the signature of the future concession contract, in accordance with the discussions currently being finalised with the outgoing delegate. The premises will be entrusted to the future concessionaire within the framework of a premises occupancy fee (ROL). The concessionaire will be responsible for the operation of the assets made available to them according to the conditions set by the tender specifications. The main missions of the concessionaire are as follows: The maintenance of traditional games (blackjack, roulette) with a staff complement in line with the current situation, in order to preserve local employment; The operation of a quality restaurant accessible to non-players via an independent entrance, a bar and a light catering offer; An annual cultural and tourist animation programme in consultation with the municipality, covering all the spaces of the casino including the multi-purpose hall; The free provision of the multi-purpose hall for 20 days per year, according to a semi-annual schedule agreed, as well as occasional use of the pine grove; The implementation of a prevention programme against gambling abuse and addiction; The implementation of the investment programme assigned to the concessionaire; The maintenance and upkeep of the assets made available to them; The payment of contributions to the benefit of the municipality (PBJ percentage, rent, contributions to cultural development).
