Description

The subject of the contract consists of two parts. Part A involves the execution of construction works for the project titled: "Expansion of Access Infrastructure for Vessels in Basin V – Phase 2", based on project documentation no. 12350 (PRM) / 03.236.2022 (TGD) and Building Permit no. 45/2025/AN dated 28.04.2025. Part B involves the design and subsequent execution of construction works described in the functional-user program titled: "Reconstruction of the Romanian Quay with road-rail surface and shore power supply for vessels at the Romanian Quay and the United States Quay" along with obtaining all necessary administrative decisions. Both parts, hereinafter referred to as the "Subject of the Contract", shall be realized based on BIM requirements, as specified in the Employer Information Requirements for the Project – EIR, Annex no. 15 to SWZ. Due to the need to maintain the continuity of the port's operations in terms of ro-ro vessel services, the entire work is divided into stages. The main objective of the work is to carry out construction works in parallel, based on the developed project documentation for the land reclamation of Basin V and the obtained building permit, with the design specified in the PFU scope, obtaining an alternative Building Permit Decision, and then carrying out the expanded construction works covering the scope defined by the PFU. Due to the different phasing from the project and partial overlap of the scopes of both projects, part of the project "Expansion of Access Infrastructure for Vessels in Basin V – Phase 2" will not be realized. The provided items and cost estimates serve as auxiliary functions and are not identical to the subject of the procedure. The Contracting Authority will provide the Contractor with a site of approximately 2,000 m2 in the area of Basin V.

2. The Subject of the Contract in Part A, titled: "Expansion of Access Infrastructure for Vessels in Basin V – Phase 2", includes the execution of construction works, which involve: a) Construction of a new line of the Czech Quay along with new ramps A and A'. b) Land reclamation of part of Basin V. c) Demolition of ramp B along with the restoration of the face of the United States Quay. d) Dredging works along with bottom reinforcement. e) Execution of sanitary works. f) Execution of electrical works. g) Construction of a road surface on the reclaimed part along with the restoration of the surface after works related to the reconstruction of the network and demolitions. h) Installation of equipment on the Czech Quay. i) Organization of traffic on the newly created area.

3. The Subject of the Contract in Part B, titled: "Reconstruction of the Romanian Quay with road-rail surface and shore power supply for vessels at the Romanian Quay and the United States Quay", includes the execution of the project along with obtaining all necessary administrative decisions, and subsequent execution of construction works, which involve: a) Reconstruction of the Romanian Quay over a length of approximately 360 m along with the installation of equipment. b) Demolition of ramps at warehouses no. 19 and 21 from the side of the Romanian Quay. c) Reconstruction of the water and sewer network along with equipping the Romanian Quay with sewage reception points and water intake points for the vessel. d) Reconstruction of the electrical network along with equipping the Romanian Quay and the United States Quay with OPS systems for shore power supply for vessels at ro-ro vessel mooring locations, along with the construction of transformer stations and the supply of two cable reels. e) Reconstruction of the road-rail surface. f) Dredging works along with bottom reinforcement.
