Description

The subject of the procurement is the design and design management tasks to be carried out for the investment to be implemented within the framework of the project with the identifier TOP_PLUSZ-6.2.1-23-MI1-2025-00002 entitled "Active tourism development of Miskolc–Lillafüred". The aim of the development is the active tourism and nature-friendly renewal and functional development of the environment of Lake Hámori, the increase of the tourist and active tourism attractiveness of the area, the improvement of the safety and comfort of pedestrian and recreational use, while ensuring the preservation of natural and landscape values. The design task covers the design preparation of three development elements that are functionally and spatially interconnected: – the design of the renovation of the existing lakeside promenade on the southwest side of Lake Hámori, with durable paving solutions adapted to the environmental conditions, solutions improving the safety and comfort of pedestrian traffic, as well as the necessary line corrections, water management solutions and environmental considerations; – the design of the planned lakeside promenade along Lake Hámori, in the environment of the Ómassai road, examining the creation of an experience-based pedestrian route that replaces the section currently not suitable for pedestrian traffic, developing a technical solution that aims to ensure the possibility of pedestrian traffic using a fixed, water-crossing structure, without disturbing the shore wall; the material use and structural design of the walking surface must be determined during the design process, based on the results of static, geotechnical, hydraulic and environmental investigations, with particular attention to the involvement of the Natura 2000 area; – the design of a rest area and viewing terrace at the junction of the lakeside and lakeside promenade, examining the technical and spatial possibilities of a facility that blends with the natural environment, highlights landscape values and provides recreational functions. This project is in the project development phase, therefore the quantities planned in the Design Programme, which is the annex to the Invitation to Tender, are of a guiding nature. The exact alignment, length and technical design of the development elements will be determined based on the results of the design process and the consultations with the authorities, nature conservation and property management. The planned investment affects a Natura 2000 area and the operational area of the Bükki Nemzeti Park Igazgatóság, therefore the Designer's task is to prepare the necessary nature conservation, water law and other official documents, as well as to conduct consultations with the affected organisations – especially with BNPI, Északerdő Zrt., Magyar Közút Nonprofit Zrt. and the Magyar Természetjáró Szövetség – and to obtain the necessary approvals. The Designer is obliged to carry out the design tasks in accordance with the provisions of Act LXIX of 2023 on the order of state construction investments, and the Government Decree 25/2024 (VIII. 8.) ÉKM on the system of construction investment processes, including the preparation of the complete permit and construction documentation, the coordination of the specialist designers, and the provision of design management. Considering the nature of the investment and the conditions of the site, the construction permit and – due to the interventions affecting the water surface and the bed – the water law construction permit must be obtained for the implementation. The planned investment affects a Natura 2000 area and the operational area of the Bükki Nemzeti Park Igazgatóság (BNPI); therefore, the designer's task is to prepare the Natura 2000 impact assessment, compile the necessary nature conservation expert documents, and obtain the permits and expert opinions of the BNPI and the competent environmental and forestry authorities. The implementation of the planned facilities requires the approval of the road management authority, taking into account the affected road infrastructure, and – considering the forest management classification of the area – the Designer is obliged to consult with the manager of the affected state forest area, Északerdő Zrt., for the purpose of obtaining the forest use permit. Since the project states that the Lakeside Promenade (along the Ómassai Road) will be integrated into the national network of marked hiking trails as a hiking trail, the Designer is obliged to consult with the Magyar Természetjáró Szövetség. The Designer is obliged to take into account the route, signage and design requirements determined by the Association and to incorporate them into the plans. The Designer is obliged to consult with the BNPI during the design process and to incorporate the nature conservation conditions prescribed by the BNPI – especially the requirements relating to the avoidance of light pollution, the design of the lakeside and lakeside promenade, the fixing of the pile structure, the restriction of the route, and the integration into the landscape – into the plans without exception. When marking the end of the promenade, the Designer is obliged to involve the nature conservation guard service of the BNPI. The Designer's task is to ensure the full compliance of the provisions of Act LXIX of 2023 on the order of state construction investments (hereinafter: Ábtv.) and Government Decree 25/2024 (VIII. 8.) ÉKM on the system of construction investment processes and the system of designer services, as well as the state-owned economic organisation with 100% state ownership participating in the quality assurance of state construction investments, designated for designers (hereinafter: ÉBFR), until the successful completion of the technical handover procedure. The designer – as the responsible designer of the state construction investment (ÉBFR 8. § (1)) – is obliged to prepare the complete documentation required for the implementation, including the specialist designs, to coordinate the work of the specialist designers, to obtain the permits and approvals required for the implementation on behalf of the client, and to provide the design management (ÉBFR 8. § (2)). The Designer undertakes to carry out the tasks related to design management for 20 engineer days. Continued at BT-728.
