Selection procedure

The present procedure is used to procure general planning services for the project «Sanierung und Aufstockung Schulhaus Acher West» from 4-5 teams for the phases of project planning, tendering and realisation. It includes a pre-qualification process published on simap.ch, followed by a selection procedure for planners. The selection procedure for planners requires a conceptual proposal for the «Sanierung und Aufstockung Schulhaus Acher West» as an approach to the task, as well as a price offer. The conceptual proposal should illustrate the approach of the planning team in written form – supplemented with schematic representations. The participating offices will join together under the leadership of the overall management to form a general planning team. The following functions and competencies must be mandatorily occupied and declared by the general planning team as part of the pre-qualification:

• Overall management (lead)

• Architecture with construction management (cost planning/construction management)

• Façade planning

Overall responsibility and leadership must be provided by the overall management. After completion of the pre-qualification, the selected general planning teams must strengthen themselves with specialist planners and prove their specialist qualifications in accordance with the evaluation criteria and declare them in the offer form. The bidders will receive a fixed compensation of CHF 10 000 incl. VAT per team for submitting a complete, compliant conceptual proposal incl. offer.

Task for the selection procedure for planners

Based on the feasibility studies carried out and the confirmed variant «Sanierung und Aufstockung», a qualified planning team will be selected to take over the further development of the school complex Acher West. The task of the planning team is to further develop the existing bases in a targeted manner and to work out an economical, functional and future-proof school building project. The existing school building Acher West is to undergo a comprehensive technical and energetic overall renovation. At the same time, additional school and ancillary rooms are to be created by an extension to cover the future space requirements sustainably. As part of the selection procedure for planners, the conceptual considerations for the façade renovation and the extension must be presented in detail.
