Germany – Software programming and consultancy services – Relaunch und Betreuung der Webseite der DSEE

The subject of the contract is the relaunch of the WordPress-based websites www.deutsche-stiftung-engagement-und-ehrenamt.de and www.machen-wettbewerb.de on the basis of the Government Site Builder (GSB) of the Federal Administration, based on the current technical status quo (details see 2.1.3). The services to be provided by the contractor are divided into two phases:

Phase 1 of the service: It begins with the conclusion of the contract, includes the go-live of www.deutsche-stiftung-engagement-und-ehrenamt.de and www.machen-wettbewerb.de by no later than 12.12.2026 (Stage 1, see Chapter 3.5) and ends with their acceptance. This phase includes the following services:

- conceptual further development of the two websites in terms of content, editorial, design, structural and technical aspects, as well as the integration of new functionalities that arise

- implementation of the conceptual further development and go-live of both websites

- The specific requirements for this are listed in Chapter 3.5.

Phase 2 of the service: It begins with the go-live of the two websites by no later than 12.12.2026 and extends over the entire contract period. The contract period is at least 24 months and is automatically extended up to two times by a further 12 months each. Phase 2 includes the following services:

- provision of the necessary technical maintenance services (hosting, operation and maintenance)

- consulting and support by the contractor

- needs-based conceptual and technical further development of the websites

- editorial care and support in the creation of content

- further development (Stage 2 as listed in Chapter 3.5)

The live activation of the updated websites must be carried out in coordination with the client by no later than 12.12.2026. Work packages from Phase 1 of the service that are still open at the time of the live activation, which do not impede the implementation of the go-live, must be completed immediately thereafter. The complete acceptance of the websites takes place after the completion of all tasks from Phase 1 of the service. This will result in a temporal overlap of Phases 1 and 2 of the service. A maximum budget of up to 500,000 € gross is available for the services described in this service description for the year 2026. There is no entitlement to the full utilisation of the budget. The client reserves the right to prioritise, reduce or optionally call up components of the service. The budget includes all costs for all services and remuneration including ancillary services. The requirements listed in this service description describe the essential scope of the project. They are to be understood in the sense of a functional, complete and operational implementation of the websites. All services that are necessary for the contractual implementation of the described functions, for compliance with legal requirements (in particular accessibility, data protection and IT security) and for stable operation of the websites are considered part of the scope of services, even if they are not explicitly listed in detail. The contractor is obliged to point out any recognisable uncertainties, contradictions or missing technical prerequisites to the client at an early stage.
