The subject of the contract is the performance of an expert assessment and the preparation of design and cost documentation for the adaptation of existing school basements to the requirements of Emergency Shelters, divided into 2 parts. 2. The scope of the contract includes 2 (two) PARTS, divided into a base contract and a contract subject to the "right of option": Part 1 – Primary School in Mosty; Part 2 – Primary School in Pogórze. 3. The contractor is obliged to perform the subject of the contract, taking into account in particular the provisions: 1) the Act of 5 December 2024 on the protection of the population and civil defence (Journal of Laws, item 1907), 2) the Regulation of the MSWiA of 21 February 2025 on the criteria for recognising buildings or their parts as protective buildings (Journal of Laws, item 235), 3) the Regulation of the MSWiA of 14 April 2025 on the Central Register of Civil Defence and Civil Protection Resources (Journal of Laws, item 493), 4) the Regulation of the MSWiA of 9 July 2025 on the conditions for organising and the requirements that emergency shelters should meet (Journal of Laws, item 932), 5) the Regulation of the MSWiA of 1 July 2025 on the method of preparing a collective protection facility for use, detailed conditions of operation of protective buildings, ensuring order within their scope and their necessary equipment (Journal of Laws, item 933), 6) the Regulation of the Council of Ministers of 31 July 2025 on the detailed conditions for designating public buildings in which protective buildings are provided (Journal of Laws, item 1070), 7) the Resolution of the Council of Ministers of 27 May 2025 on the approval of the Programme for the Protection of the Population and Civil Defence for the years 2025-2026 (Official Journal, item 541). 8) the Act of 7 July 1994 – Building Law (Journal of Laws, item 418 of 2025, as amended) together with the implementing regulations, 9) the Act of 19 July 2019 on ensuring accessibility for people with special needs. The design documentation, which is the subject of this contract, must be complete in terms of the purpose for which it is intended, i.e. it must be properly prepared, guarantee correct valuation and implementation. The design documentation (scope and form) must meet all the necessary requirements to initiate and conduct a public procurement procedure, and then to start and carry out construction works. 4. The contractor is obliged, in accordance with Article 100(1) of the Pzp Act, to take into account the requirements in the field of accessibility for disabled persons or design for all users. 5. The task is carried out within the framework of the Programme for the Protection of the Population and Civil Defence for the years 2025-2026. Grant agreement no. 1023.1.3_2026.OLiOC.
