Poland – Sewerage work – Budowa sieci kanalizacji sanitarnej w miejscowości Grzechynia (Etap IV)

The subject of the contract is the execution of construction works consisting of the construction of a gravity-pressure sewer network, two sewage pumping stations (network PG1 and PG2) and accompanying electrical and road infrastructure, in the locality of Grzechynia (Gmina Maków Podhalański), as part of the protection of the Skawa River catchment area above the Świnna Poręba reservoir. 2. The scope of the contract covers the section from the connection point to the existing sanitary collector in Maków Podhalański, through the crossing under the Skawa River to ul. Za Wodą, and then through the entire locality of Grzechynia upwards, to the Nowakówka settlement, i.e.: 1) construction of the remaining part of the gravity-pressure sanitary sewer network to be completed, with a total length of approx. 20 km. The gravity channels will be made of bell-and-spigot concrete pipes (on sections implemented by the open-cut method) and jacking concrete pipes (on sections implemented by the trenchless method – microtunneling/jacking), as well as PE100 plastic pipes on sections with smaller diameters and on guided boreholes. The contract also includes sections of the distribution network with PVC-U Ø160 mm and PE Ø160 mm pipes on channels A, B and C in the corridor of the county road no. 1690K and boreholes with jacking concrete pipes Ø150 mm – exclusively according to Annex 2B to SWZ. Sections of the network executed in Stages I–III and excluded from the scope of the contract have been specified in Annex 2B to SWZ. 2) inspection chambers with diameters Ø1000 mm and Ø600 mm (prefabricated concrete elements) and Ø425 mm PVC. 3) Before the PG1 pumping station, in order to ensure canal retention, a section with an increased channel diameter to Ø1400 mm made of polymer concrete together with 3 wells Ø2500 mm. 4) On the pressure pipelines, expansion wells Ø1200 mm as well as cleaning-ventilation wells and wells with isolating valves Ø1500 mm. 5) The PG1 and PG2 facilities should be executed as complete, factory-assembled and equipped sewage pumping stations, in polymer concrete tanks, in accordance with OPZ. 3. The scope of the works includes in particular: demolition works of existing surfaces, earthworks (excavations, shoring of excavation walls, backfills, backfills with compaction), dewatering of excavations for the construction period (including drainage and connecting wells), assembly works of the network, execution of guided boreholes and jackings together with protective pipes, tightness tests, as well as full reconstruction of road surfaces and green areas disturbed by the works. 4. Equivalent solutions (in accordance with Article 99(5) and Article 101(4) of the Act): 1) All references contained in the tender documents – in particular in SWZ, Description of the Subject of the Contract, design documentation, technical specifications for the execution and acceptance of works (STWiORB), Subject of Works and in explanations and amendments to the content of SWZ – to norms, European Technical Assessments, technical approvals, technical specifications and technical reference systems should be understood as references accompanied by the words "or equivalent". The Purchaser allows equivalent solutions described. These references have been supplemented with the words "or equivalent" in each place of their occurrence, in accordance with the list constituting Annex 1 to the amendment to SWZ No. 5 of 02.11.2026. This paragraph also applies to references not listed in this list. 2) The trade marks, brand names, types of devices, catalogue symbols and manufacturers indicated in the design documentation, STWiORB and OPZ have been replaced by a description using parameters, in accordance with Part E of the list referred to in paragraph 1. If a trade mark, type or manufacturer not listed in this list remains in the tender documents, it has only an exemplary character and is accompanied by the words "or equivalent". This does not apply to the existing SCADA monitoring and control system of the Purchaser (iFix 2024 software), with which the applied solutions must be fully compatible. 3) Equivalent solutions are considered to be those with technical, qualitative, functional, operational and durability parameters not worse than those specified in the tender documents, ensuring at least the same level of safety and cooperation with the remaining elements of the sewerage system. 4) References to technical approvals, certificates or other documents issued on the basis of regulations which have ceased to be in force should be understood as references to the corresponding documents issued on the basis of the regulations in force, in particular the national or European Technical Assessment, Declaration of Performance and CE marking or the building mark, in accordance with the Act of 16 April 2004 on construction products. 5) The Contractor who intends to apply an equivalent solution proves the equivalence in the material application submitted to the Contract Engineer before the product is incorporated, in particular by means of technical cards, Declarations of Performance and test results. The burden of proving equivalence lies with the Contractor. The application of an equivalent solution does not exempt from the requirements specified in the clause "Requirements regarding the origin of products" and does not constitute a basis for changing the remuneration.
