Finland – Railway-track maintenance services – Radan kunnossapidon Allianssi 2027-2032, KPA01 (Uusimaa), päällysrakenne

The maintenance of Maintenance Area 1 (Uusimaa) tracks and safety systems will be carried out as a service alliance. The alliance consists of the contracting authorities, the track superstructure maintainer, and the track safety systems maintainer. The contracting authority will simultaneously initiate the procurement of the track safety systems maintainer for Maintenance Area 1 as its own procurement. The subject of this procurement is the maintenance of the superstructure of the service alliance. The service alliance agreement includes a development phase from 1.8.2026 to 31.3.2027. Maintenance Area 1 comprises approximately 300 km of track, mostly multi-track, about 1100 switches, about 370 culverts, and about 46.5 km of rock cuts, as well as approximately 450 bridges, of which about 380 are actual railway bridges. Maintenance Area 1 also includes the Espoo, Malminkartano, Kivistö, Lentoasema, and Savio, Labbacka, and Vuorela (Riihimäki triangle) tunnels. The total length of the tunnels is approximately 23.3 km. Track maintenance includes, among other things, the maintenance of the track superstructure, switches, track equipment and devices, as well as substructure and base structures. Track maintenance also includes the maintenance of bridges, culverts, and railway tunnels. With regard to the maintenance of railway tunnels, their technical systems' maintenance is also included in the track maintenance. Track maintenance also includes, to some extent, the maintenance of railway areas, stations, and external areas.
