Bulgaria – Cleaning and polishing products – „Доставка на препарати и консумативи за почистване на подвижен железопътен състав (ПЖПС) и помещения за нуждите на „БДЖ – Пътнически превози“ ЕООД за период от две години“, разделена на 13 /тринадесет/ обособени позиции

Delivery of cleaning agents and consumables for cleaning rolling stock (RS) and premises for the needs of BDZ-Passenger Transport EOOD for a period of two years, divided into 13 separate positions, as follows: - Separate Position No. 1 – Delivery of professional cleaning agent for basic cleaning of interior surfaces; - Separate Position No. 2 – Delivery of professional cleaning agent for exterior surfaces; - Separate Position No. 3 – Delivery of professional degreaser; - Separate Position No. 4 – Delivery of cleaning and disinfection agents; - Separate Position No. 5 – Delivery of professional odour neutraliser; - Separate Position No. 6 – Delivery of general-purpose cleaning agents; - Separate Position No. 7 – Delivery of professional cleaning and washing agent for carpets and upholstery; - Separate Position No. 8 – Delivery of professional cleaning agent for basic cleaning of sanitary facilities; - Separate Position No. 9 – Delivery of toilet paper for rolling stock; - Separate Position No. 10 – Delivery of a specialized, concentrated agent for external washing of passenger carriages in washing machines "AMIVAG"; - Separate Position No. 11 – Delivery of a professional, specialized agent for removing "graffiti"; - Separate Position No. 12 – Delivery of a professional cleaning agent for basic cleaning of floor surfaces; - Separate Position No. 13 – Delivery of large and small bags for cleaning rolling stock and premises. The requirements of the Contracting Authority for the execution of the public procurement are detailed in the Technical Requirements and Conditions for: "Delivery of cleaning agents and consumables for cleaning rolling stock (RS) and premises for the needs of BDZ-Passenger Transport EOOD", divided into 13 separate positions, Technical Specification for the delivery of cleaning agents and consumables for cleaning rolling stock and premises and Quantitative Distribution of cleaning agents and consumables for RS and premises for a period of two years from the tender documentation of the Contracting Authority. In accordance with Article 21, Paragraph 6 of the Public Procurement Act, it is envisaged that separate positions No. 11, 12 and 13 will be awarded in accordance with the procedure, valid for the individual estimated value of each of them, since their individual estimated values do not exceed 79 998,77 euros and the total estimated value of the positions awarded in this way (75 909,89 euros without VAT) does not exceed 20 percent of the total estimated value of the contract (430 637,67 euros without VAT). Separate positions No. 1, 2, 3, 4, 5, 6, 7, 8, 9 and 10 will be awarded through the present procedure in accordance with the procedure provided for the total estimated value of the contract, namely: Open procedure in accordance with the Public Procurement Act. In this regard, offers in the present procedure should be submitted only for separate positions No. 1, 2, 3, 4, 5, 6, 7, 8, 9 and 10. IMPORTANT! 1. Pursuant to Article 12, Paragraph 1, Item 1 of the Public Procurement Act, separate positions No. 1, 2, 3, 4, 5, 6, 7 and 8 in the present public procurement are intended for execution by specialized enterprises or cooperatives of persons with disabilities, since the subject of the contract is included in the List of goods and services under Article 12, Paragraph 1, Item 1 of the Public Procurement Act, which are intended for awarding to specialized enterprises or cooperatives of persons with disabilities or to economic entities, the main purpose of which is the social and professional integration of persons with disabilities or persons in a disadvantaged position, adopted with Decision No. 591/18.07.2016 of the Council of Ministers, supplemented with Decision of the Council of Ministers No. 516/30.07.2025. 2. When awarding the public procurement for separate positions No. 1, 2, 3, 4, 5, 6, 7 and 8, persons may participate on condition that at least 30 percent of their staff is composed of persons with disabilities or those in a disadvantaged position. They must be registered as specialized enterprises or cooperatives of persons with disabilities at least three years prior to the date of opening of the present procedure for awarding a public procurement - Article 12, Paragraph 5 of the Public Procurement Act. 3. Specialized enterprises or cooperatives of persons with disabilities may participate in the public procurement for separate positions No. 1, 2, 3, 4, 5, 6, 7 and 8, on condition that they can perform at least 80 percent of its subject with their own machinery, equipment and human resources. To fulfil this condition, they may use subcontractors or rely on the capacity of third parties, if the subcontractors or third parties are specialized enterprises or cooperatives of persons with disabilities - Article 12, Paragraph 6 of the Public Procurement Act. In determining the resources under Article 12, Paragraph 6 of the Public Procurement Act, the necessary costs for raw materials and materials, energy, fuels, water supply, licenses and other similar costs are included in the volume of their own resources, regardless of whether their suppliers are specialized enterprises or cooperatives of persons with disabilities, in accordance with Article 80, Paragraph 3 of the Public Procurement Regulations. There is no execution of activities with own production or resources when specialized enterprises or cooperatives of persons with disabilities provide the Contracting Authority with goods supplied by other persons without substantial additional processing, in accordance with Article 80, Paragraph 4 of the Public Procurement Regulations. The above circumstances under items 1, 2 and 3 are declared in Part II, Letter A "Information about the economic operator" of the EEDOP or to submit to the EEDOP other documents from which it is apparent that they have fulfilled the requirements. 4. Other interested parties may participate in the procedure for awarding the public procurement, but their offers will be considered only if there are no admissible offers from persons who are specialized enterprises or cooperatives of persons with disabilities - Article 12, Paragraph 7 of the Public Procurement Act.
