Finland – Printed books – Kirjallisuus ajalle 1.1.2027 - 31.12.2028 (+2v optio)

The Procurement Services of the City of Turku Group invites tenders for literature to be procured for the City of Turku and other procurement units mentioned in the invitation to tender for the period 1 January 2027 (target) - 31 December 2028, after which the agreement can be extended for two more years at the original terms by decision of the purchaser. This is a framework agreement, for which a maximum of 5 suppliers will be selected. The estimated value of the procurement is approximately 2 000 000 euros/year, excluding commitments. The purchaser does not commit to a specific procurement quantity or value. PROCUREMENT PROCESS The purchaser has an electronic service, the procurement portal, through which they familiarise themselves with the literature available for selection, make selections and order materials. The portal compares the prices of each individual procurement and directs the order to the supplier who offers the lowest price at the time of ordering. The purchaser also places orders in smaller quantities by email and through the Supplier's web store. LITERATURE TO BE PROCURED The procurement concerns domestic and foreign literature for libraries and other operational units of municipalities/cities according to the needs of the purchasers. The procurement does not concern textbooks procured for pre-primary education or educational institutions. In domestic literature, in addition to general literature, the offer must include a wide range of publications from public organisations, educational institutions, various companies, associations and other small publishers. For Swedish- and English-language literature, we require that the material offered has a broad coverage in terms of both quantity and content. The tender must specify the number of new titles offered annually. The number of new titles must be at least in accordance with the annual target set out in the tender document section Procurement Object Criteria for domestic and English- and Swedish-language literature. For languages other than domestic and English- and Swedish-language literature, an estimate of the annual number of new titles must be given by language. If more than five (5) tenders are accepted in the competition, the tenders will be compared according to the extent of the offer of linguistic new titles, as defined in the tender document section Decision-making criteria.
