The subject of the public procurement is the implementation of an external evaluation of the project Municipality for All, reg. number CZ.03.02.03/00/23_053/0004169, which will include an assessment of the achievement of the project's objectives and the implementation process, and an evaluation of the results achieved and any short-term impacts of the project. The supplier of the external evaluation will use the outputs and findings from the individual key activities of the project, particularly from the key activity Analytical Support – KA 02b. As part of the evaluation, the requirements for the evaluation according to the guide "General Part of the Rules for Applicants and Beneficiaries under the OPZ" will be met, and the evaluation outputs will meet professional standards in accordance with the Methodology for the Self-Evaluation of Non-Competitive Projects.

The main objective of the external evaluation will be to verify the achievement of the main objective and specific objectives of the project. The verification of the achievement of the project's objectives will take place using a summative assessment method and will involve an evaluation of immediate impacts.

A secondary objective is to evaluate the achievement of two key activities of the project: the implementation of dissemination, educational, and awareness-raising activities (under KA 01 - Dissemination, Educational, and Awareness-Raising Activities) and the negotiation, setting up, and progress of cooperation with selected municipalities in systematic cooperation (primarily KA 02a - Agreement and Management of Cooperation). A more detailed specification of the subject of the public procurement is set out in Annex No. 1 of the draft contract, which is Annex No. 4 of the tender documentation.
