The scope of work includes comprehensive renovation and adaptation to current functional and technical requirements, as well as the redesign of the facade and outdoor spaces. The aim is to enhance the urban design situation and, within the context of the renovation, to find a contemporary architectural response. The Stadthalle, with its large form, colour scheme and structural appearance, has a recognisable character from its time of origin. This starting point is to be understood as architectural potential. The submissions should demonstrate how the existing building envelope can be further developed so that a contemporary expression is created, which respects the history of the hall and at the same time creates a new public presence. The enhancement of the surroundings is to be considered as an essential component of the task. The area freed up by the fountain, together with the access to the main entrance of the Stadthalle, is to be redesigned as an arrival and stay area. Through de-sealing, shading and targeted greening, an inviting, pleasant environment is to be created. The area must also be usable for events. In addition, a bus parking area and parking spaces for vehicles during events are to be provided. The present tender serves for the evaluation and awarding of the planning services for Architecture (incl. overall management) and Landscape Architecture according to SIA 102:2014 and SIA 105:2020 with the task of an overall project manager for planning and realisation for the project "Sanierung / Neugestaltung Stadthalle Sursee". All partial performance percentages of phases 32 to 53 are to be offered.
