The South Ostrobothnia Well-being Services County procures fresh produce and potatoes for the county's and Kokkaamo Ateriapalvelut Oy's kitchens. The Dynamic Purchasing System (DPS) target is described in more detail in the participation request and its attachments, especially in the attachment "DPS procurement description and conditions". The purchaser defines in each internal tender request the specific items to be tendered within the procurement system and their requirements. The procurement system is in force for approximately 5 years, during which internal tender competitions are conducted. The purchaser may extend the validity of the procurement system with a new procurement notice. The purchaser also has the right to terminate the dynamic procurement system during its validity. Suppliers can apply to the procurement system during its establishment phase and later during its validity by submitting a participation application according to the participation request. Procurement contracts must be made before the end of the procurement system. Procurement contracts are valid for approximately 1 year at a time. Sub-areas are tendered as internal tenders approximately every 1 year. Procurements based on procurement contracts (orders) can be made until the end of the procurement contract. The procurement procedure is two-stage. To be able to submit bids, the supplier must first submit a participation application and be accepted into the procurement system. After that, the supplier can submit bids by responding to the tender request sent by the procurement unit. The procurement unit will conduct internal tenders approximately every year. Participation applications can be submitted to the dynamic procurement system throughout its duration. All applicants who meet the suitability requirements are included in the dynamic procurement system. The actual procurements are made in the internal tenders of the dynamic procurement system, where the procurement target is described and specified. Suppliers cannot participate in the internal tender competitions of the procurement system unless the supplier has been accepted into the procurement system. Submitting a participation application and being accepted into the procurement system does not oblige the supplier to make a bid, but suppliers can make bids at their discretion. The procurement unit estimates the total value of the planned procurements, excluding VAT, to be 3 000 000 euros, considering all possible procurements in the system. The estimate is preliminary and is based on the current known procurement needs. The procurement unit does not commit to any procurement quantities or purchase obligations with this notice.
