Bulgaria – Evaluation consultancy services – „Оценка на подкрепата на ПРЧР 2021-2027 за изпълнението на Европейската гаранция за детето“

The subject of the public procurement includes the performance of an assessment of ten procedures related to the support for the implementation of the European Child Guarantee in Bulgaria, which has been carried out under the OP RCHR and PRCHR. Within the framework of this support, operations financed under the PRCHR and OPRCHR continue to be implemented, which are part of the operational plans for the implementation of the long-term Action Plan in the implementation of the Council Recommendation (EU) 2021/1004 for the creation of a European Child Guarantee in Bulgaria (2030), for the periods 2023–2024 and 2025–2026. The aim of the contract, which will be concluded as a result of the present public procurement, is to assess the overall support of the OP RCHR and PRCHR for the implementation of the European Child Guarantee in Bulgaria, including its effectiveness, scope, results and contribution to achieving the objectives of the initiative. The assessment is to build on the evidence base created through the assessments of the support for deinstitutionalisation and social inclusion of children carried out during the previous programme periods, while at the same time ensuring continuity in tracking the results of the support provided. The focus of the assessment is to be on the implementation of the European Child Guarantee as a strategic framework for improving access to basic services and reducing child poverty and social exclusion. The assessment will include only the activities of the assessed procedures, which are directed towards the implementation of the European Child Guarantee in Bulgaria. The report is the final product and the main result of the assessment and should contain answers to all assessment questions, based on reliable evidence and systematic analysis. It should clearly distinguish between the evidence (established facts and data), the findings (results of the analysis of the evidence), the conclusions (assessment interpretation of the main findings) and the recommendations (proposals for actions based on the conclusions). The report should be structured in a way that allows for a clear tracking of the logical link between the evidence used, the analysis carried out, the main findings, the conclusions formulated and the recommendations proposed.
