Public Works Contract: Collection of urban wastewater from the Sambre hydrographic basin. Construction of the Strée wastewater treatment plant. The primary objective of the contract is the studies, the preparation of the plans, the implementation, and the commissioning of a domestic wastewater treatment plant, with an administrative capacity equivalent to 1 125 PE for the treatment of wastewater from the municipality of Strée in the commune of Beaumont. The site will be located in the commune of Thuin. The content of the contract and its general execution context are detailed in the technical section of the present tender documentation. In addition to the studies, the execution plans, the implementation and commissioning of the facility, the contractor is responsible for the preparation of the documents, authorizations, permits, services, supplies, and tests necessary for the execution of the works, the preparation of a site survey before and after the works, drawn up in the presence of the contracting authority, as well as the preparation of the "as-built" dossiers as described in the technical clauses. The works are located in an agricultural zone subject to low flood risk from overflow. Bidders are advised that the Present Special Technical Specifications contains anti-social dumping clauses (accompanied by significant special penalties) drawn up within the framework of the Strategic Development Committee of the Charleroi Region and South Hainaut. They are highlighted in grey in the S.T.S. Consequently, bidders are strongly advised: - to take them into account in the preparation of their offer, the Contracting Authority reserving the right to verify the compliance of the site with these and to sanction in case of infringement; - to complete and attach to the offer the Declaration of Honour relating to the anti-social dumping clauses reproduced in the annex to the present Special Technical Specifications. The absence of a declaration attached to the offer or a declaration attached but not completed will be considered as revealing the intention not to comply with the clauses against social dumping and, consequently, will be considered as a substantial irregularity.
