Germany – Supporting services for the government – Projektträgerschaft Mittelstand-Digital

The BMWE as contracting authority (CA) intends to appoint a contractor (CT) as project executor for the period from 01.01.2027 to 31.12.2029 with a total of four areas of responsibility: For the two pillars of the SMEs-Digital focus, areas of responsibility 1 (Network of SMEs-Digital Centres) and 2 (IT Security Initiative in the Economy), the CT is planned to be commissioned. For areas of responsibility 3 (Public Relations) and 4 (Coordination of the national EDIHs), no commissioning is planned. For areas of responsibility 1 and 2, the following services are required in summary: - Support of the BMWE in the planning and development of new or the further development of existing funding measures; application checks and approvals on the basis of the funding announcements for the new network of SMEs-Digital Centres and for the IT Security Initiative in the Economy; - Technical support and control, administration and management as well as success control of the funding cases (project management), including legal support of the grant recipients; - Internal networking as well as networking with external funding/support offers; - Systematic and project-overarching continuous monitoring as well as project-overarching success control (annually) to identify weaknesses and measures for improvement; - Accompanying the KI trainers and the new CYBERsecurity trainers; as well as - Support of the BMWE in all legally relevant tasks. For area of responsibility 3, the following services are required in summary: - Support of the BMWE in the maintenance, editing and expansion of the new online platform "SMEs-Digital" with a guiding function for SMEs on digitalisation, AI as well as IT and cybersecurity; - Subject to the BMWE's overall concept for the channels in social media: editorial care of the LinkedIn channel and the newsletters of the funding focus; as well as - Support in the organisation of public events of the funding focus. For area of responsibility 4, the following services are required in summary: National contact point for the care and advice on requests from the German EDIHs and the BMWE on technical and administrative procedures; - Together with the BMWE: taking over the function of the so-called representative of the member states (Member State Representative) for Germany vis-à-vis the EU Commission; - Care and administrative advice of the national group of the German EDIHs within the European network of the EDIHs; as well as - Support of the synergy formation between the EDIHs and other initiatives.
